Shelter And Non-Food Items Specialist

ROLE PURPOSE: The Shelter & Non Food Items (NFI) Specialist is a member of Save the Children Lebanon’s Beirut-based Program Development and Quality (PDQ) Team. The Specialist role is to provide support to the technical Adviser in the oversight of Shelter & NFI sector field teams; support field-level implementation, monitor quality benchmarking, provide technical capacity building for the field teams, support the TA in the PDQ components of proposal development and reporting, sector strategic management process, representation  and in national interagency-coordination. On occasion he may also be asked to gap fill a field level technical coordinator/Programme Manager role in a chronic humanitarian country programme or sudden onset disaster or in-country.   SCOPE OF ROLE: Reports to: Shelter & NFI Technical Adviser Reporting to: None, but the Shelter Specialist has a direct relationship with three programme managers and other staff at field level.   KEY AREAS OF ACCOUNTABILITY: Strategic planning and leadership   Support the development of a Shelter & NFI sector situation analysis, sector strategy and logical framework for Save the Children in Lebanon, including cross cutting issues related to Shelter & NFI. Ensure clear process in place for tracking and reporting on progress against the Shelter & NFI sector strategy. Provide Shelter technical input to the development of country annual plans, area plans, sector strategies and other planning documents. Maintain a clear overview of programme progress across the Shelter & NFI sector portfolio to be shared with senior managers. Ensure Shelter & NFI teams at field level better integrate actions with other sectors where possible, and vice versa. Programme quality and standards Support the Shelter & NFI Technical Advisor in providing technical expertise, quality assurance and support for Save the Children’s Shelter & NFI programmes, ensuring they are of high quality with reliable data and outcomes. Continuously follow up with Shelter & NFI field staff on their capacity building needs and report back to the Technical Advisor for needs to be integrated in the capacity building plan; Support the implementation of specific training by identifying local trainers and experts; supporting training delivery; coaching staff on identified issues; following up on training outcomes etc. Support the maintenance of a central database of tools and guidance to support programme quality in Shelter & NFI and support the mapping and development of technical tools, guidance and documentation as required with a particular focus on ensuring that tools are locally tested and available in Arabic. Support knowledge sharing across teams, and, in coordination with Monitoring Evaluation Accoutability and Learning (MEAL) team, ensure that monitoring and evaluation results are understood and used to improve programmes. In coordination with the Shelter & NFI Technical Advisor, develop “virtual library” of recommended manuals and approaches per type of programme, Ensure documentation of case studies and dissemination of these both internally and externally working with the Media and Advocacy team. Programme development and resource mobilisation Support the Technical Advisor in maintaining smooth relationships key donors for the Shelter & NFI sector. Ensure field teams are systematically consulted in identifying fundraising needs and priorities in the Shelter & NFI sector. Identify and assess appropriateness of fundraising opportunities. Support the technical development of high quality proposals and Concept Notes for Shelter & NFI. Support donor and partner mapping for the Shelter & NFI sector  Support to programme implementation Support area-based Shelter & NFI teams to finalize field operational work plans, establish clear targets and activity plans for the various Shelter programmes. Support the development of monitoring, information management, and reporting systems that provide information for reporting and programme improvement (in conjunction with Monitoring, Evaluation, Accountability & Learning (MEAL) and field staff). Timely revise programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. Support recruitment of Shelter field staff as needed (drafting/revision of Job Descriptions /interview grids/technical exams etc.) Assess (in conjunction with line management and Technical Advisor)/support technical work of Programme Managers and support their professional development. Work with field teams to promote and facilitate synergies with other thematic programmes. As needed, participate in technical inputs to procurement of programme goods or services involving multiple locations, large-scale use of resources, and/or a high level of risk to the agency to ensure programme relevance, quality, adherence to technical guidelines, and efficient use of resources. Conduct regular field monitoring of programmes quality benchmarking. Advocacy and representation Represent Save the Children’s Shelter & NFI work in Lebanon externally on behalf of the Shelter & NFI Technical Advisor. Represent Save the Children in technical area to government and other agencies on behalf of the Shelter & NFI Technical Advisor. Represent Save the Children on other national/international technical networks as requested by the Shelter Technical Advisor. Represent Save the Children in Shelter sector working group meetings and other sector coordination forums in Lebanon in coordination with the Shelter & NFI Technical Advisor. Contribute to development of advocacy messages and materials in conjunction with SC Media Advicacy and Communication department. General Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Help be responsible for the security of all staff. Ensure that the security, health and wellbeing of staff are ensured and staff management and other processes and policies and systems reflect Save the Children’s principles of equity and fairness. To perform such other responsibilities as agreed with your line management. QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES Essential 1 to 2 years significant experience of working in humanitarian programmes, 2 to 4 years’ experience in private sector. Master degree in Architecture, Civil or Structural engineering. A BA with a relevant combination of academic qualifications and professional experience may be accepted in lieu of advanced university degree. Awareness of public health issues in emergency shelter or settlements, with attention to specific needs of women and children. Awareness of transitional shelter and settlements options including technical design, host family support, collective centres and camps Previous experience in running NFI distribution programmes Previous experience of managing a team Previous experience of project management Experience of and commitment to working through systems of community participation and accountability Knowledge of monitoring and evaluation Experience of training and capacity building staff Some experience of representation and ability to represent SC effectively in external forums. Knowledge of institutional donors and experience of developing proposals Ability to write clear and well-argued assessment and project reports Excellent communication skills Politically and culturally sensitive with qualities of patience, tact and diplomacy A high level of written and spoken English The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. Commitment to the aims and principles of SC. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support. Desirable Language skills in English, French and Arabic Experience or knowledge of working and living in relevant regions/contexts Specific experience of designing and managing DFID, ECHO, UNHCR and other major donor projects.
