Project Description      Four local civil society organizations, working with vulnerable communities in Lebanon, have come together in a collaborative developmental project. These four organizations are SAWA for Development and Aid, Kayany, Basmeh and Zeitooneh, and Women Now for Development. This project will utilize the expertise of all the organizations, in order to contribute to the advancement of local communities in the Bekaa Valley.   Through the project, four community centers will be set up, each of which will provide a number of services, including Skills Development and Protection, to the local refugee and host community. Four Learning Centers, moreover, will be set up to deliver non-formal education to refugee children who have been suffering from educational exclusion. Finally, each community center will include a Mobile Unit, in order to deliver educational, skills development and protection services to remote areas within the Bekaa Valley.    Duties and Responsibilities: Oversee and lead the annual budgeting and planning process and provide financial management advice on budget revisions; Oversee the accountants on his/her team, to ensure a high standard of compliance with financial policies and procedures within the department, and providing training where needed; Prepare periodical forecasts and keep the upper management team up-to-date about the project’s financial status; Analyze, revise and present financial documents in an accurate and timely manner; Prepare and clearly communicate weekly cash counts and monthly and annual financial records reports; Collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants transactions; Coordinate and lead the annual audit process, ensure financial and resource accountability, and effective management for records as required for auditing. Liaise with external auditors and the finance committee of the board of directors; assess any necessary changes; Monitoring of the petty cash and bank balances to ensure sufficient funds are always available depending on the program needs; Manage, record and reconcile the project cash flow and forecasting as well as the bank and cash accounts Implement a robust financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements; Update and implement all necessary business policies and financial procedures Develop the finance department’s overall policy and procedure manual; Effectively communicate and present the most critical financial matters to the board of directors; Carry out other related tasks as required by the Project Manager Competencies & Skills: The ability to work as part of a team and build strong working relationships The potential to lead and motivate other members of the team Effective negotiation skills Management and Leadership: Commercial and business awareness Excellent communication and presentation skills Ability to provide support, guidance and training to financial and nonfinancial managers and colleagues Financial analysis and forecasting ability High numeracy and sound technical skills Problem-solving skills and initiative Strong attention to detail Good time management skills and the ability to prioritize Capacity to make quick but rational decisions Experience with accounting software Ability to work in a deadline-driven environment and undertake a pro-active approach Experience in working with UN or EU initiatives and programs Ability to meet deadlines and carry out work in compliance with regulatory requirements of the donor.  Experience required:  NGOs managerial experience in the finance department is a must. 5 to 10 years.
