VACANCY NUMBER: FVAC16.024 Job Title Project Manager Division/Department FAO Representative in Lebanon Programme/Project Number OSRO/ 602/LEB/NET "Promotion of Agricultural Livelihoods and Employment through Investment in Land Reclamation and Water Reservoir” Location Beirut with extensive travel within country for field missions Expected Start Date of Assignment 01 January 2017 Duration: 1 year, renewable Reports to                          Ms. May Hani Name:                                        Dr. Maurice Saadé Title: ESPDD/ Policy Officer-FAO Rome   FAO Representative in Lebanon   General Description of task(s) and objectives to be achieved   Under the guidance of the Budget Holder (BH -FAO Representative in Lebanon), and the NPC representing MOA and with technical guidance from the FAO Lead Technical Officer (LTO) and HQ Technical Officer (LTU), the Project Manager is responsible to develop, implement, monitor and evaluate assigned  projects. The Project Manager reports to the FAO Representative and the Resilience Coordinator and under the direct supervision of the Assistant FAORs (Programme and Administration).. He/she will be responsible for the overall planning, coordination of project activities, and monitoring of project results. Specifically, he/she will carry out the following tasks:   Prepare a detailed work plan for the project together with the PMU project and the national consultants Organise project inception workshop and prepare reports immediately afterwards Oversee all procurement needs in coordination with the FAO office in Lebanon and PMU Design and coordinate all the project activities in collaboration with the Director of the GP Supervise the selection of beneficiaries and allocation of subsidies. S/he will have to liaise and work with the PMU to gain lessons from the on-going successfully being implemented GP program. Identify and train field agriculture officer in good management practices, field monitoring and design of feasibility and farmer business plan Coordinate the conduct of training all project staff and GP staff as appropriate. Coordinate with the MoA and GP in implementing the GP strategic plan. key performance indicators Expected Outputs: -  Inception workshop -  Quarterly progress reports and annual reports including updated work plan for the following reporting period -  Conduct project-level meetings, prepare the work plan and detailed input requirements; -  Design training and monitoring programme; -  Prepare End of Assignment Report (considering all the quarterly reports) upon end of assignment. Required Completion Date: 31 December 2017 Required Competencies Academic Qualifications The international consultant must have: Degree in Agriculture, Economics or related field with post-graduate qualification (MSc or PhD) Seven years of demonstrated experience in different countries at mid- or senior-level in project management including preparation of multi-annual work plans, budgets, progress monitoring and evaluation Demonstrated experience in designing and conducting capacity building programmes for MoA staff and target beneficiaries; Demonstrated experience in establishing and maintaining partnerships with government institutions, UN agencies, NGOs and donors; Demonstrate experience in implementation of field work with small scale farming community Demonstrated experience to manage multi-disciplinary team; Ability to plan, organize, implement and report on work; Experience of previous work in the Near East and North Africa region would be an advantage. Technical Competencies and Experience Requirements Good written and oral communication skills (facilitation, extension, conflict resolution) Working experience with an international organization is essential (INGO/UN); experience with FAO is a plus. Proficiency in Excel, Word, PowerPoint, MS Office.  Excellent communication skills both verbally and in writing in English.  French will be a plus. Working knowledge of Arabic is considered an advantage.
