Position Summary: A Project Officer will be responsible for leading the component for the FSOM and Household Visits. The Project Officer will work closely with the Project Coordinator to ensure the correct implementation of FSOM and Household Visits. This will include planning the schedules for the Household Liaison Assistants to maximize resources for a logical visitation schedule, ensuring that the two Household Liaison Assistants are well trained and monitored regarding their communication with households, and that the monthly target for household visits related to referrals is met. When it comes to the FSOM, the Project Officer will also be responsible for ensuring that the quarterly survey and accompanying focus group discussions are organized and completed on schedule and per the requirements of WFP. In addition, the Project Officer's team will provide support for the Card Replacements of those few beneficiary households who suffer obstacles preventing them from receiving their replacement at the distribution site.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
In alignment with the work plan set by the Project Coordinator regarding the component of the Household Visits and Food Security Outcome Monitoring - FSOM, the Project Officer should supervise the deliverables, tasks and progress of the Household (HH) Liaison Assistants and Outreach Workers in order to ensure that targets are met in alignment with the operating procedures and timeframes.
The Job holder should ensure that the HH Liaison Assistants are conducting the scheduled household visits and that they are implementing what they had been trained on regarding communication skills, Nutrition Awareness Sessions and the way they should approach and engage with the beneficiary families; any gaps in performance (whether technical or behavioral) effecting the progress of implementation should be immediately reported to the Project Coordinator;
The job holder must ensure that the data collection regarding the HH visits is done in an effective and efficient manner and done via mobile tablets and in alignment with the operating procedure; the quality of the data must be reviewed in order to identify any major gaps;
The job holder must ensure the proper flow of information from the HH Liaison Assistants to the Data Entry Assistant in order to compile and clean the data received from the field in accordance with the software;
The job holder should also ensure that the HH Liaison Assistants are answering any questions related to nutrition, food utilization and hygiene during the visits and providing needed information regarding the beneficiaries’ access to nutrition services.
Responsible, in coordination with the Outreach Workers, for the FSOM whereby both beneficiaries and non- beneficiaries will be targeted with a household survey to capture the impact of assistance; the job holder will collect the assessment data via mobile tablets;
The job holder must ensure the proper flow of information regarding he above activities to the Data Entry Assistant in order to compile and clean the data received from the field in accordance with the software;
In coordination with the Nutrition Advisor, the job holder should also ensure that the Nutrition Awareness is also mainstreamed properly through the FSOM activities to maximize data collection and beneficiary awareness related to nutrition;
As part of the FSOM activity, the job holder will assist in tasks and activities related to the Focus Group Discussions to provide a comprehensive outlook regarding food security for the most vulnerable Syrian refugee households living in the designated areas.
Act as the point of contact with the beneficiaries in order to answer any of their inquiries and questions in a highly professional manner. The job holder must demonstrate the right attitude, approach and cultural sensitivity while dealing with the beneficiaries which is in alignment with the RI’s Code of Conduct. All beneficiaries are treated with dignity and respect throughout the distribution process;
QUALIFICATIONS/REQUIREMENTS
A solid demonstrated ability to be attentive to cultural sensitivity regarding vulnerable communities;
Detailed Oriented approach;
Minimum of four years professional experience working in field implementation, including outreach, data collection and data management at the Officer-level;
Excellent interpersonal and communication skills
Experience in creating databases via excel;
English and Arabic fluency required;
English writing skills required;
Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently;
Experience working with refugee populations in emergency response context;
Willingness and ability to travel to field locations in often sensitive areas;
Sensitivity to the extremely vulnerable conditions of the target population, and ability to effectively communicate with beneficiaries and other stakeholders;
Excellent time management skills and resourcefulness with strong attention to detail.
