Position Summary: The Community Liaison Officer will be responsible for relationship-building with local authorities in the designated area, particularly with municipalities and security apparatus. The Community Liaison Officer will be supervised directly by the Project Manager, and also liaise closely with RI's Beirut-based Security department. This position will be the point of contact and reference in order to ensure on-going access to locations in the designated Area.
Responsibilities and Duties:
Responsible for the day-to-day coordination with municipalities and other local authorities in the designated area, which will help to ensure access to all project locations and help to maintain RI's strong community acceptance;
Provide regular accurate updates and needed reports to the Project Manager regarding the key players in the designated area and the quality of the work relationships established with them; the job holder should report any major obstacles faced with key players which might hinder project implementation and the progress of activities and work plans;
Work closely with RI's Security Officer who will support in the coordination with security apparatus including General Security Office (GSO), Lebanese Armed Forces (LAF), and other agencies whenever requested;
Act as the point of reference, in the designated area, to liaise with municipalities, host communities, government agencies, and the unofficial representatives of refugee communities in order to ensure that the needed information is shared in a timely manner in order to facilitate implementation.
QUALIFICATIONS & REQUIREMENTS:
Knowledge and familiarity with the Area
Previous experience working in international non-governmental organization;
Strong organizational skills;
Ability to interact effectively with international and national personnel;
Excellent verbal and written English and Arabic language skills;
A demonstrated ability to multi-task;
Ability to work under pressure and with very short deadlines & strong communications skills.
Strong know how regarding the key players in the designated area of operations.
