Junior Non-Key Expert (Jnke) For Training In “Collective Bargaining” - Prepare And Deliver Training Of Trainers To Enhance The Capacity Of Social Partners For Collective Bargaining

Objectives and scope of works for the Junior Expert: JNKE (40 w.d.) The objective of this RFPS is to mobilise professional services integrating a wide spectrum of knowledge in the thematic field of collective bargaining. Under the supervision of the Senior Expert for this Component (advertised in a separate RFPS), the Junior Expert will: Support the explorative analysis of training needs, organized by the Senior expert through diagnostic questionnaires; Support the development of a comprehensive curriculum (as requested by the Senior NKE), for example, by providing additional materials and relevant contextual sources; Jointly with the SNKE assist in designing role playing sessions (simulation sessions) enabling participants to reflect their own behavior in (simulated) negotiations, including verbal communication patterns and body language; Support the development of checklists for application of good principles of bargaining; Assist the SNKE in the collection of study materials of pertinent case studies from the region (and Lebanon) illustrating successful negotiations and failures, and lessons to be learned from these for Lebanon; Facilitate successful implementation of the workshops in support to the arrangements by the SNKE; Join the facilitation of the Working Group meetings and workshops and assist group work discussions and their documentation, including making PPT presentations and supporting the evaluations of the workshops. This scope of works is indicative, and additional works (similar to the nature of this assignment) may be requested by the TL. . Methodology Under supervision of the SNKE the Junior NKE will: 1)      Familiarise him-/herself with the curricular concept (presented by the SNKE); 2)      Support the identification and collection of relevant sources and their transformation into informative readers (abstracts, diagrams etc.) for background information of workshop participants; 3)      Under supervision of the SNKE make conceptual inputs to workshop preparations covering both contents and methodologies; 4)      Jointly with the SNKE partake in workshop preparations, and provide support to the relevant Working Group; 5)      Contribute to the documentation of all works providing evidence (as reports) in soft and hard copies; all workshop materials (distributed as background readers and/or facilitating discussions must be translated into Arabic);  6)      Jointly with the SNKE review selected sources of information (with particular reference for the local challenges) informing Lebanese (non- and) successful cases of successful collective bargaining; 7)      Present selected relevant sources in the form of informative readers (abstracts, diagrams etc.) for background information of workshop participants; 8)      Under guidance from the SNKE make conceptual inputs to workshop preparations, jointly with the KEs of the TAT, covering both contents and methodologies; 9)      Under supervision of the SNKE make presentations in workshop sessions (a total of 6 one-day-workshops is envisaged to achieve a good level of knowledge and competence of the participants to successfully train targeted groups (employers’ and trade unions’ representatives) in the area of collective bargaining; 10)   Support the documentation (in writing and printing) of selected works providing evidence (as reports) in soft and hard copies; selected workshop materials (distributed as background readers and/or facilitating discussions must be translated into Arabic);  . Deliverables The usual place of provision of discharge of services is the Project office housed within the Ministry of Labour Building, 6th floor, Chiyah, Beirut. The deliverables are as follows: The Junior NKE will provide full assistance in the proposed workshops as requested and guided by the SNKE; s/he will make presentations, and facilitate the working groups discussions; facilitation will embrace effective (targeted) leadership of discussions, summarizing and documenting contributions, providing additional explanations and other elements; Develop guided materials for the participants in the workshops; Ensure translation of materials into Arabic; Complementary inputs into the workshop documentation and final report (by the SNKE) covering all works and discussions for submission to the Project. The assignment is scheduled for a period of 40 working days (w.d.), stretched over a period of 4 months (see no. 5. Time-line). The JNKE will be supervised by the SNKE and guided by the Team Leader (TL). . Time line: Works shall be implemented in the period December 2016 to June 2017 (indicative). . Language: All documents to be provided in English and Arabic (as indicated) . Qualification and experience University degree (Bachelors level in Social (Political, Public Administration) Science or related field Excellent verbal and written communication skills in English and Arabic. Excellent writing and editing skills in English and Arabic Strong interpersonal and communication skills Strong analytical and organizational skills Application of the consulting approaches   Professional experience: Minimum of three years of professional experience in the area of Social Dialogue, preferably related to collective bargaining Experience in organizing (at least 3) workshops as moderator/facilitator and manager/organizer. Experience in working with ministries/public institutions) Specific Experience: Minimum of one year work experience in ENPI region
