Job Summary
The purpose of the position is to support the development, implementation and management of Shelter programme for vulnerable Syrian refugees living in Akkar, North Lebanon. The purpose of the role is to provide technical and management oversight for the construction and rehabilitation of shelter facilities in sub-standard buildings and to closely liaise with the WASH team to ensure installation of appropriate WASH facilities. With the guidance of the Shelter Programme Manager, the position will lead the field management of the team members and the projects implementation, and represent the organization among shelter actors in the region. The position will be based within the Concern Halba office, but with frequent travel to the project sites.
Programme Planning and Management
With the support of the Shelter and WASH Programme Managers, provide strategic direction and planning for the programme in line with the sector strategy and guidelines, and the donor requirements.
Coordinate with the Shelter Programme Manager to ensure shelter best practices and standards are being carried out at field level.
Ensure that all resources (technical, financial, HR) are in place to implement Shelter programme in accordance with the work plans and realistic timeframes and milestones agreed with contractor and donors.
Closely liaise with the WASH Programme Manager and team to ensure timely delivery of appropriate WASH facilities in shelters
Team management
Lead and manage the Shelter Field Team to successfully achieve the programmes targets and timeframes in accordance with programme objectives, agreed contracts with donor and in line with overall programme approach.
Ensure that team members are given appropriate workloads and are working efficiently.
Ensure that all staff is aware of and comply with Concern’s policies and procedures both programmatic and systematic.
Work closely with the Shelter Programme Manager in developing strategies and initiatives to build the capacity of the shelter staff through the provision of technical support, training, advice and in-field on-the-job coaching.
Undertake probation and performance reviews frankly and in timely manner, in collaboration with the Shelter Programme Manager of the Field Team, and hold staff accountable for meeting the success criteria; give corrective feedback where required.
Programme reporting
Assist Shelter Programme Manager in the preparation of weekly and monthly work plans which reflect timely implementation of activities.
Participate in developing and maintaining data record keeping systems for monitoring, reporting and coordination.
Prepare field reports, consolidating information in weekly reports.
Contribute to donor and organizational reports as required.
Direct Shelter Field Team in identification of shelter units
Work with the Shelter Field Team to establish collaborations with key stakeholders and host community as necessary to identify shelter for rehabilitation.
Ensure that criteria for selection of shelter unit is agreed and implemented by Field Team
Ensure adequate assessments of sites are carried out for the implementation of Shelter and WASH works.
Provide technical support to Shelter Field Team
Ensure quality technical documents are prepared in line with Concern’s procedures such as tenders, BOQs, procurement and oversee material and equipment purchases and delivery as necessary.
Ensure that the design of construction and engineering works is reviewed and permissions obtained, following best international and humanitarian practice and in line with Concern, donor and local authority policies and guidelines.
Support and provide on-going advice and technical support to Field Team during site supervision visit and as required in programme.
Assist Field Team to resolve issues and identify technical issues to be raised with the Shelter Programme Manager.
Support Shelter Field Team in the involvement of beneficiaries
Oversee the involvement of project beneficiaries into the rehabilitation process.
Develop a follow up plan and oversee its implementation to support refugees in accessing community services.
Monitoring & Evaluation, Reporting
In collaboration with the Shelter Programme Manager, prepare M&E tools and data collection methods based on the programmes results based framework, donor requirements and reporting needs.
Train the Shelter Team on the M&E tools and methods, and provide follow up support as required.
Ensure that M&E system and data tracker is implemented to monitor progress and capture impact of programme an contributes to continual learning and programme quality, and make adjustments to work plans if necessary in a timely manner
Representation and coordination
Represent Concern in interagency forums and Shelter Working Groups and other relevant meetings as necessary.
Ensure good coordination of the Wash and shelter programme activities with all relevant stakeholders, including (I)NGOs, UN agencies, donors, NLWE, the municipalities and land owners, e.g through regular meetings, information sharing and referrals
Lead on the shelter referral process and trace referral outcomes.
Quality and accountability
Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6)
Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.
Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required.
Skills, Qualifications, and Experience Required
Degree in Civil Engineering, or similar construction engineering from a reputable university, or related managerial qualification or with relevant shelter experience
3+ years management experience, preferably with an NGO or UN agency
2+ years working experience in managing construction sites
Formal reporting experience, preferably for funding donors
Strong written and spoken English mandatory, fluent in Arabic
Strong computer skills, specifically in Microsoft Office, Word, Power Point and Excel
High integrity and willingness to conduct her/himself transparently and open to scrutiny
The ability to work in a systematic and organized manner, and the ability to prioritize competing demands
Familiarity with the SPHERE Project and Minimum Standards and Lebanon construction standards
Ability to be pro-active with tasks and duties, foreseeing challenges and delays
Strong negotiation and listening skills
Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect and care
Experience in conducting surveys, managing and analysing data and statistics
