Handicap International is an independent and impartial international non-governmental aid organisation. Handicap International is composed of 2 operational divisions in Lebanon:
- Humanitarian Action Division
- Development Division
One of the main objectives of the humanitarian action division are to mitigate the threat of mines and un-exploded ordnance in high and medium impacted communities in North Lebanon Province according to the needs and priorities identified in the strategic planning of the Lebanon Mine Action Center.

The logistics manager works under the direct supervision of the programme Coordinator and supervise the supply Officer.
The Logistics Manager will
Lead the programme’s logistics management (fleet, premises, supply chain, equipment, stock…)
Supervise the planning and the implementation of an efficient supply chain management
- Define and revise the programme's procurement policy
- Ensure that the Purchasing Procedure is implemented, understood and respected on your base;
- Validate purchases according to validation level chart;
- Follow up the purchase and service request monitoring tool and ensure that the purchases meet the needs, cost, quality & delivery time requirements, having in mind quality and sustainability of the purchased items;
- Organize the planning of the purchases and define the priorities of the items needed by the applicants to orientate the work of your team;
- Editing contracts when the Purchase Procedure requires it;
Manage and monitor the use of the vehicle fleet and other means of transport in compliance with internal regulations and the security plan
- Ensure that Fleet Policy is implemented, understood and respected on your entire base; (including security rules applicable to vehicle movements) and that the related tools are properly used (Movement Plan, Log Books);
- Ensure that the monthly motor cost follow-up is properly and accurately filled out;
- Manage the planning and implementation of vehicle maintenance
- Following up on road accidents (incident report, insurance report, repairs, etc.)
- Analyse insurance coverage options and contact insurance companies in collaboration with the administrative manager
Manage and supervise the technical equipment and the stock follow up.
- Ensure that Equipment Management Policy is implemented, understood and respected on your entire base;
- Define and apply the equipment management procedure and train HI employees on its implementation when needed
- Set up and monitor Equipment Monitoring Charts (EMC); ensure the reliability of the data they contain and the filing and archiving of documents pertaining to them
- Liaise with the Programme Accounts Unit on the localisation of fixed assets and their monitoring in the EMC
- Monitor entries and withdrawals for each equipment group
- Undertake regular physical inventories and send them to Line Manager and Logistics Coordinator in compliance with deadlines
Manage general premises services
- Ensure that Premises meet the minimum safety and security requirements on your entire base and premises are secure (locking systems, security cameras, first aid kits, extinguishers)
- Insure the follow up of premises contracts;
- Set up and manage the storage premises
- Identify and anticipate programme needs for premises
- Ensure proper implementation and monitoring of electricity, water, internet and any other running charges for all premises
- Manage the logistical organisation of project events
- Prepare required information for audits on aspects concerning Logistics
Expected profile
1/ Field of study: MS in logistics and transportation or any related field;
2/ Field of experience: experience in logistics with NGO is preferable;
3/ Years of experience: 4 to 5 years of experience in Logistics with minimum 2 years of proven experience as Logistics manager;
4/ Competencies:
Technical: Writing and presentation skills, Reporting, Planning, Team management, Negotiation, Market knowledge, Time and project management, Attention to details, Analytical skills, Strong organizational skills, Strong IT knowledge, Needs assessment, Problem solving, Manual driving; Mechanical knowledge
Interpersonal: Honest, trustworthy, Reliable, Rigorous and well organized, Motivated with ability to learn and extend the scope of work, Able to manage priorities, Take initiatives and work with limited supervision, Decision maker, Positive attitude and team player;
5/ Languages: Very good English and Arabic, French is an advantage;
6/ Computer: Excellent command of MS office pack
