Grant Officer

CARE international’s Syria partnership programme is expanding, and the number of partners is increasing.  Partners needs more continuous financial support and coaching. To ensure that the record-keeping for the Lebanon Office is undertaken rationally, safely and effectively and that all financial plans, budgets, contracts, agreements and records are kept up to date and secured for access by authorized personnel only. Detailed Responsibilities & Tasks: Responsibility 1: Accounting and Recording: Provide a high standard of financial accounting, according to CARE accounting policies and to local statutory law where ever possible. Ensure accounting systems, policies, internal controls and procedures are quickly established for the collection of accurate, complete and timely financial data (e.g.: budgets, forecasts, expenditure, commitments, and payroll.). Review partners’ financial reports and supporting documentation according to the CARE policies, procedures and partnership program alternative standard procedures. Manage partner’s cash flow to ensure timely and secure transfer of funds to meet programme needs, liaising with local bankers as required. Maintaining an effective filing system for financial transactions and project documents and ensuring that all financial documents are accurately supported, approved and coded, and that all cheque books, cheque list, petty cash are reconciled Ensure that procurement procedures implemented by the partners are in line with CIL and donor guidelines and policies. Provide the necessary checks and balances to ensure that money is spent effectively, efficiently and in line with partner agreement. Reconcile the inter country account with Lebanon office and with any other country office. Update the exchange rate file for different areas. Responsibility 2: Financial Planning/Reporting. Assist PS Coordinatpr to prepare monthly Cash forecast and annual budgets Prepare partner reports to monitor budgets on a regular and timely basis.  Assist in activities such as partners’ assessment/Due Diligence, site visits for partner financial review. Establish and maintain all sub-grants Data. Maintain a manual Tracker used to reconcile partner financial data in PeopleSoft In coordination with the MEAL and partnership officers, check partners’ reporting and triangulate project documentation to monitor project progress Keep track of financial reports due from partners and make sure that they are received on time. Identify capacity gaps of partners and staff and feed back in Capacity Building plan to ensure building capacities accordingly Provide capacity building/training to partners and staff as needed on budget management financial reporting and donor/CARE requirements. Coordinate the partner close out including supporting the preparation of the final financial report that agrees with the narrative reports, assets validation, audits, etc Responsibility 3: Additional Prepare the grants agreementss, including all relevant annexes, for partners’ projects Take appropriate steps to minimize the risk of fraud or theft. Ensure the security of all cash and assets (e.g.: regular cash and bank reconciliation, fixed asset and inventory physical checks) in collaboration with the Lebanon country Finance team. Liaise with the Sub-awards Manager to ensure issues of partner performance are escalated and to ensure adequate level of integration and responsiveness towards CARE partners & sub-grantees issues…. Work in close collaboration with other members of the CARE team on all aspects of the emergency response as required.  Work with internal and external auditors as necessary, as required by the Lebanon Country Financial Director. Provide cover for other posts when needed and carry out any other responsibilities as requested by the Partnership Program Support Coordinator. Competencies Good understanding of financial and accounting policies, standards and procedures. Work experience with community development projects and/or INGOs would be an advantage. Good attention to detail and analytical skills Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, financial systems). Cultural awareness and ability to build relationships quickly with a wide variety of people Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure Excellent planning, and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities.
