Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis.
SIF has been present in Lebanon since 2012, implementing projects aiming at distributing assistance to the Syrian refugee populations affected by the conflict in Lebanon. This program allowed SIF contributing to the improvement of the well-being of the children and their families.
In response to the current crisis in Syria, and the growing numbers of refugees coming to Lebanon, SIF is expending its humanitarian response and will scale-up its emergency support to Syrian refugees and affected population. SIF is currently recruiting a Project Officerto begin immediately.
The Supervisor will be based in Beirut with daily visit in each CFS in Mount Lebanon, will support SIF’s main office in Beirut and specially the protection PM. Furthermore, the Supervisor will be in contact with other SIF members to harmonize and share tools as well as lessons learnt.
The Supervisor is part of the Syrian Refugee Support Program team of SIF-Lebanon and will be under the line management of the PM.
MISSION CONTEXT
SIF is working in a child friendly space in collaboration with a Social Development Center (SDC) and wish to identify, rehabilitate, equip and open to children a second center in the coming months.
The SIF project aims at strengthening the identification of vulnerabilities, their assessment and adequate referrals to existing services. The Psychologist jointly with the Social Workers, ensure the identification of most vulnerable beneficiaries in need of psychosocial support. The identification can be in the child friendly space for recreational activities, during the household visits as well as during the training or other SIF activities. Strong coordination with other actors in the area of intervention is the pillar of this program and the referral mechanism will guarantee the provision of adequate services from others partners. The action aims at strengthening awareness and advocacy efforts towards increased access of most the vulnerable (mainly children and women alone) within humanitarian actors’ coverage in the areas of intervention.
Furthermore, as part of a longer term strategy aiming at supporting and reinforcing resilience of local stakeholders, the action includes a strong capacity building & strengthening component targeting SDC and local stakeholders on protection, child protection, referral pathway and mechanism, conflict resolution etc.
MAIN RESPONSABILITIES
Support the program manager in all aspects of the program implementation as requested
Responsible for the oversight of the 2 CFS and ensure the activities are monitored and delivered to a high quality by the CFS animators in each site implement project activities outlined in the detailed implementation plan;
Be sure that strategies and operational measures effectively respond to protection requirements
Monitor the implementation of CFS project activities and provide technical guidance where necessary based on CFS standards, as well ensure that the protection procedures and programmes are properly implemented;
Identify key protection threats affecting the child friendly spcaes and develop mitigation measures on a regular basis to ensure the safety and security of the chosen locations;
Contribute to write proposals for protection
Monitor and review the implementation of the relevant policies and documentation and procedures to ensure they are adhered to, remain current and fit for purpose
Maintain accurate, confidential and up to date documentation on all cases of protection
Monitor and identify protection needs and gaps in and around the CFS and Undertake situation analyses and needs assessments
Maintain confidentiality at all times
Prioritize protection issues and design prevention and response programs and initiatives
Identify potential partnerships to implement programs, make recommendations on how to fill gaps to PM
Provide technical guidance and direction for effective planning, implementation and monitoring of agreed protection plans in the field
Assist the animators to develop new and creative activities as appropriate;
Assist the animators and social workers in conducting parents’ and community meetings;
Work with the animators and Psychosocial worker to identify, screen, document and report cases of children that are in need of additional assistance beyond the scope of the CFS (i.e. mental health services), and coordinate closely with other service providers to help refer and follow-up on all reported cases (on a case-by-case basis);
In coordination with the project manager, develop and design clear monitoring and evaluation tools to measure the quality and impact of CFS activities
Lead on the development of child protection assessments, community mappings, focus group discussions etc.
Ensure that equipment and supplies inventories are up to date and make requests for replacement s ;
Ensure the quality and quantity of the weekly and monthly reports
Make frequent field visits to affected areas to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training. Hold planning and progress review meetings with government counterparts and other relevant partners
Assist in capacity building for staff and partners
REPRESENTATION
Represent SIF vis-à-vis local authorities in the area of intervention, for all issues linked to the program in coordination with the PM;
Represent SIF in the Protection and Child Protection working group, (Mount Lebanon and national level) when required by the PM
Participate actively to program coordination and to relevant meetings on the topic;
Represent SIF in meetings with government officials and other actors in the field, to advocate and promote program goals and objectives.
Liaise with other agencies, NGOs, government bodies and donors in the field to ensure coordination, implementation of common standards and consideration of protection issues in assistance programs.
TEAM MANAGEMENT
Provide ongoing support and mentoring to the CFS’s staff
Ensure feed back towards your team about issues potentially raised by them and in the field;
Ensure a good communication – coordination – information level of each member of the team through regular coordination meetings (or other if needed);
Ensure conflict resolution (personal and professional) within the team and inform
the Program coordinator;
Ensure the needed capacity building of the protection team, with resources available internally REPORTING
Reports directly to SIF’s Beirut Office, to the Program Manager. S/he will submit the following reports at the end of each week:
Centralize all information gathered in the field and consolidate a weekly and Monthlyreport (into the proper reporting format) to be delivered to the PM;
The Narrative Report which includes: the number of beneficiaries disaggregated, actions taken, number of house-visits conducted, awareness raising activities, number of people attending the session with breakdown per age group and gender; should also include charts, trend analysis and solution
Provide regular reporting on your activities and Weekly update – numbers of beneficiaries and households visited segregated by age, gender, needs and vulnerability (i.e. living in very poor conditions) and otherto the Head of Mission and Program Coordinator upon his/her solicitation

PERSON QUALIFICATIONS
University degree in a social development related field (education, psychology, specialized education or social animation)
Relevant experience of at least 3 years with national and international NGOAwareness of Human Rights and Refugee International Laws
Knowledge of the psychosocial guidelines and approaches related to children in emergencies context (MHPSS IASC guidelines, CFS guidelines, etc.);Demonstrated leadership, Results Based Management, including monitoring and reporting, linking protection programs and budgets, as well as database management
Excellent written and oral communication skills.
Experience in consultation and liaison with government and non-governmental officials.
Strong organizational and work planning skills and the ability to work in a high volume work environment.
Able to establish and maintain effective working relations with people of different cultural backgrounds.
Strong cross-cultural communication and resilience skills are very important.
Able to work effectively in a multi-cultural environment
