Database Consultant

Background  ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. ACTED is currently implementing WASH and Shelter activities in BML through an innovative neighbourhood approach.   Assignment  The Database Consultant will work with the database department of ACTED and the Program Coordinator to develop a web-based system the centralise all ACTED’s projects information. The responsive web-based system should be user-friendly, enabling multiple users to access it, enter and modify data but with a centralised data control by the database team. The Database Consultant will also provide capacity building trainings to ACTED staff on the use and maintenance of the new system.   Problem Analysis Currently ACTED is using Microsoft Access 2010, Excel 2010, and SQL Server to store data from multiple projects and generate daily and monthly reports. ACTED’s has identified gaps on the system which include storage of data in a non-centralised database, human errors on data entry, loss of data and dysfunctional data flow between departments.   Database Consultant expected deliverables:  Access the current database system and provide an overall gap analysis and potential solutions; In agreement with the Program Coordinator and Database staff, develop a web-based system, implementing high security standards; Provide capacity building trainings to relevant ACTED’s staff of operation and maintenance of the system   Duration: The Consultant will be expected to finalise the work within a period of 3 months. Two months for deliverable 1 & 2 and 1 month for deliverable 3.    Required Qualifications and experience BA, BSc on Computer Science, Information Management Systems (IMS) or relevant, MA, MSc preferred Proficient knowledge of Microsoft office, MS SQL Server, web development (HTML5,CSS , PHP,JAVSCRIPT,JQUERY AND BOOTSTRAP) Experience working in International NGOs and/or UN in similar position Experience designing and establishing a database system for an NGO or UN Agency Experience providing capacity building trainings in NGO or UN staff Very good understanding of data related to multi-sector programme activities Good interpersonal, verbal and written communication skills and English and Arabic
