Vacancy number: FVAC16.015 Name:   Job Title: National Communications Officer Division/Department: FAO Representation for Lebanon Programme/Project Number: TCP/LEB/3503 “Strengthening the Coordination of the National Afforestation and Reforestation Programme in Lebanon” Location: Beirut - Lebanon  Expected Start Date of Assignment: 31 October 2016 Duration: 34 days  during a period of 3 months Reports to: Name: Maurice Saade   Abdel Hamied Hamid Title: FAO Representative in Lebanon   Senior Forestry Officer, RNE   General Description of task(s) and objectives to be achieved Under the overall supervision of the FAO Representative in Lebanon and the technical supervision of the Senior Forestry Officer (RNE), the Communications Officer will assist in the development, planning, and implementation of the communication plan. S/he will manage all communication activities and ensure that they are run smoothly and according to the agreed timelines and work. In particular the incumbent will: ü  Organise workshops and events, and monitor the media coverage. ü  Translate communications materials and publications, production of communications items, press conferences, in close collaboration with the project team. ü  Design and organize a plan for the visibility of the project including leaflets, brochures. ü  Feed frequent update news to FAO/MoA websites and UNIC. ü  Assist the project team leader in the organisation of field press trips and the production of documentaries about the project. ü  Assist the NC for fund raising in the design and implementation of the fund raising mechanism and campaign, as well as in the implementation of the business plan. ü  Work in close coordination with other national consultant to ensure good communication with technical institutions and other stakeholders. ü  Contact, negotiate, and work with printing/advertising companies for the production (design and printing) of communications materials and products, following the MoA/FAO guidelines. ü  Liaise with the administration staff to make sure that the communication component is smoothly integrated into the accountability system. ü  Assist the project team in promoting reforestation monitoring, reforestation fund raising, forest management and fire prevention, and communicating its key messages to the target audiences, using the media, the website, and other means of communications.   key performance indicators Expected Outputs: Required Completion Date: 31 January 2017 End of assignment report including all texts (plans) translated into Arabic   REQUIRED COMPETENCIES Academic Qualifications:  University degree in Communications, Public Relations, Media, or relevant technical area.   Technical Competencies and Experience Requirements:             Excellent knowledge of media and public relations work, audio-visual, with at least 5 years of experience;             A minimum of basic knowledge about reforestation, and environmental issues;             Working experience with an international organization is desirable; experience with FAO is a plus;             Excellent Arabic and English writing skill;             Good computer skill in software, tools and applications related to the required tasks.             Flexibility and ability to work under pressure, and within a team.
