Senior Engineer-Baladi Project

Overall responsible for the engineering unit in Caritas Lebanon- Baladi program office in terms of staff and project management, oversight of technical drawings and BOQs and liaison activities with other, Baladi projects departments and contractors Focal point for receiving all requests for technical support from other, Baladi Program departments (program and operational) and take lead on designing, organizing and implementing projects and activities. This includes, but is not limited to the design of works, advice on process, review of plans or documents submitted by contractors, undertaking survey works, monitoring on-going activities, advising on purchases and materials and cost/materials estimates Coordinate closely with other Baladi department management to ensure all objectives of the technical engineering proposal and activities are met Day to day management of the engineering and technical staff. Assign tasks and projects to each staff member. Monitor their progress in regards to the plan and provide all necessary follow-up. Ensure the timely completion of technical support activities in line with budgets and estimates Assess and evaluate all planned projects in regards to Baladi objectives and guidelines, environmental impact, feasibility and Baladi CL program objectives. Review all materials estimates and costs for accuracy Review all technical drawings and plans prepared by the engineering support (consultants, firm, and municipality) before implementation. Monitor technical quality of engineering projects at all phases; identification, design, implementation and upon completion. Report all technical matters to the GACM Ensure the Engineering support develops and maintains good relationships and lines of communication with relevant local authorities and communities, explaining Baladi CLs’ role as an NGO and liaising with them during all phases of the project Under the direction of the GACM assign areas of responsibility to team members.  At all phases of project implementation, supervise and monitor progress of the teams to ensure that all engineering consultants/firm are working according to their job descriptions and in accordance with approved implementation plans and CL guidelines.  Be aware of needs for changes in engineering personnel and staff structuring and make appropriate recommendations based on these observations Ensure engineering teams (consultants/firm) are adhering to BALADI CL program goals of community involvement at all phases of the project (survey, identification, design, implementation, and monitoring) to ensure the development of community ownership for the projects Coordinate equipment and material needs and deliveries. Provide regular updates on planned activities and participate on procurement and logistics planning meetings with the relevant departments in addition to being part of the evaluation committee when procurement is related to technical engineering and or equipment and material Coordinate cash flow needs and prepare consolidated cash flow needs on a monthly basis to the relevant program management in coordination with the projects managers and GACM Ensure the timely completion of all monthly reports required by the BALADI CL management team and to USAID Ensure to respond to all technical reports on time to USAID/Social impact with regards to the engineering component of all projects Ensure the monitoring of projects and contractors in regards to progress, timeline and quality of work. Report any variations or problems with implementation of projects (personnel, financial, schedules, technical) to the GACM.  As necessary, propose changes to the GACM on project implementation plans and associated time lines Organize site-visits to the projects sites and hostess missions/consultants, as needed Provide feedback to the Monitoring and Evaluation system in order to assess the effectiveness of the projects and impact and propose recommendations for improvements. Other duties as assigned Document all civil field activities and perform regular inspection to check progress of all projects Use computer-aided design (CAD) packages for designing projects
