The Lebanon project number is 199970. Project Objective 9th grade school students (children age 14) in Beirut area are able to make educational and career choices Major Ethnic Groups Reached Lebanese: approximately 60% (from various religious backgrounds, mostly Christian and Muslim communities) Syrian: approximately 30% (from various religious backgrounds, mostly Muslim communities) Other nationalities (Iraqi, Palestinian, etc.) : approximately 10% Project start date January 1, 2016 (FY16) Project end date September 30, 2016 (FY16)

Expected Tasks and Timeline An evaluation consultant is needed for quantitative and qualitative data collection, data entry and analysis of the Career Guidance Project in Beirut.
3.The evaluation consultant will be required to do the following:
• Conduct data entry of the Student Survey Pre-test questionnaires collected with 226 adolescents (intervention and control groups)
• Conduct data collection through 10 minute phone interviews with 226 adolescents (intervention and control groups) using the Student Survey Post-test questionnaires and the Enrolment Status Survey
• Conduct data entry, data cleaning and data analysis of all student data, as per a pre-defined quantitative data analysis plan
• Conduct 1 Focus Group Discussion (FGD) with 9 teachers using the Teachers FGD Guide
• Conduct qualitative analysis of the FGD • Conduct desk review of all relevant programme and evidence building plan documents
• Develop a comprehensive report of all quantitative and qualitative evaluation findings, also incorporating elements of the desk review
• Present data in tables and other graphical representations as relevant in the report and in a powerpoint presentation
• Co-facilitate a stakeholder interpretation workshop to present findings in a powerpoint presentation (to be developed by the consultant) and co-facilitate a discussion for validation and interpretation of results
• Finalize report based on feedback received from WV (national and regional) from the stakeholder interpretation workshop
• Draft a two-page summary of main findings (fact sheet) for dissemination purposes TASK ESTIMATED # OF WORKING DAYS Data collection (phone interviews and focus group discussion) 4 days Documentation and literature review 2 days Data entry and cleaning 2 days Quantitative and qualitative data analysis 4 days Data presentation and report writing 3 days Facilitation of stakeholder interpretation workshop 1 day Report review and finalization 2 days Total Days 18 working days The evaluation consultancy is expected to start on October 17, 2016 and to end on November 18, 2016. The evaluation consultant may sub-contract data collectors to assist in the data collection at his/her own expense, however training and supervision of data collectors needs to be ensured by the consultant, in coordination with WVL DME Officer. The evaluation consultant and data collectors (if any) need to sign the WVL Child Protection Policy before conducting any data collection.
Note: Data collection might need to be conducted on afternoons and on a weekend in order to reach respondents. Also, the consultant will need to budget for communication costs (phone interviews) within the consultancy fees.
4. Needed Qualifications
• Advanced degree in relevant field (e.g. Public Health, Epidemiology or any related technical field)
• Proficiency in statistical analysis using SPSS and Microsoft Excel
• At least 2 years of progressive proven experience in similar studies and in using quantitative and qualitative research methodologies and data analysis
• Ability to present data and findings in tables and other graphical presentations which are suitable to technical and non-technical audiences
• Ability to facilitate a focus group discussion in Arabic with community members (teachers)
• Knowledge of education, career guidance and positive youth development programming and evaluation is preferable
• Previous experience with World Vision Lebanon is preferable
• Good analytical and critical thinking • Good writing and reporting skills (English)
• Good communication and facilitation skills (Arabic and English)
• Ability to deliver with quality, rigour and accuracy in a timely manner
• Ability to supervise data collectors, if relevant • Good work ethics Interested
