Administrative And Financial Officer

Overall Responsibilities Handle the department of finance, administration, and procurement. Support the program team in implementation and handling their budgets. Make sure all the policies and procedures are in place and implemented according to ALEF standards. Finance and accounting Supervising proper bookkeeping of all accounting transactions in the accounting software Approving issuing cash and check payments Supervise monthly planner for payments Supervising petty cash   Controlling supporting documents of all transactions Controlling travel expenses and per diem and approve reimbursement/payment Reconciling banks, third parties and cash statements Managing partners and donors budgets Submitting to the management a monthly financial situation and updates of all projects budgets/expenditures Ensure internal controls, policies and procedures of the organisation are in place and applied properly Managing advance requests and payments. Training new staff in finance/administration Supporting program team in spending based on budgets and getting accurate supporting documents.   Administration/Logistics   Reviewing and approving procurement of supplies/services based on budget availability Supervising fixed assets inventory Ensuring compliance with donors regulations Supporting program team in preparing events and ensure respect of donor regulations in all aspects Controlling the filing system and mainlining an organised system Manage all accounting and finance functions including bank and cash management, procurement of goods and services, management of grants or subcontracts from funders, and implementation of financial policies and procedures. Ensure proper internal controls are observed at all times. Require the development and maintenance of respectful and strong working relationships with all staff and partners.   Weekly, Monthly, Quarterly and Yearly Accounting Reconcile safe balances and checking account balances to accounting books GL and bank statements on a monthly basis; Reconcile petty cash balances to GL on a monthly basis; Reconcile funder accounts and subawards statements monthly; Print financial statements and subaward/funder reports on a monthly basis and not later than the 20th of the following month for review by the PM ; Print funder reports of revenues and expenses on a quarterly basis for review by the PM; Conduct inventory and of assets on a quarterly basis; reconcile to GL. Develop and produce cash, expense, revenue, project and other reports and desired by management. Manage reporting and tax payments and other requirements from the government to ensure they are documented, reported and paid in a timely manner. Budgeting and Funding Awards Manage awards and contracts from funders to ensure that projects and activities are recorded in accordance with the award and contract documents; Analyze program and budget line items (e.g., monitor expenditures, schedule payments, review budget reports) in order to develop recommendations on budget-related matters for operations; Provide the PM with the status of the program finances or other items. Develop recommendations on any actions required to ensure the program has the resources necessary to meet its goals and objectives. Help develop the capacity of partners through financial management training and auditing as necessary.     General Qualifications   • Relevant university degree or equivalent   • Relevant experience on similar projects and assignments   • Knowledge of NGO financial work is preferable   • Proficiency in MS Office   • Fluency in written and spoken Arabic and English– French is a plus   • Strong written and verbal communication skills   • Good organizational and managerial skills   •   Skills and abilities Proactive · Well organized and able to respect deadline Capacity to work independently and as part of a team Able to work under pressure and in emergency situations Team player Understanding of equal opportunities, cultural diversity and gender issues.       Only candidates who meet the requirements will be contacted.   Salary: Undisclosed.
