Call for proposal
The Lebanese Association for Democratic Elections (LADE) was founded in Lebanon by a number of activists in the public sector on March 13, 1996. LADE is a civil, independent and nonprofit organization specialized in elections.
LADE elaborated and endorsed a 5 years strategic plan in 2011. During the upcoming months, LADE intends to review and update its strategy, conduct an assessment of its current organizational structure and propose a revised structure if needed.
To that end, LADE invites interested companies or individual experts to submit a proposal for the following purposes:
To review and update the existing strategic plan
To assess and revise the current organizational structure
Applicants may submit proposals for one or both assignments, in which case they will have to provide separate proposals.
Proposals should include the following:
A brief methodology where applicants explain the approach to be adopted and road map
A suggested time frame for implementation
Budget
Profile of company or applying experts.
Please note that the deadline to accomplish these tasks is the end of November 2016.

Strategic planning and organizational structure
Objectives
The overall objective of this consultancy is to review and update LADE’s strategy, and to assess and revise its current organizational structure.
Scope of Work
The scope of work for the applicant includes but is not limited to:
Review the vision, mission, values and objectives of the organization based on LADE’s mandate;
Undertake a situation analysis of LADE operations to date;
Through a consultative process and application of an appropriate tool of analysis, identify focus areas, develop strategic objectives and key results
Propose an action plan for achieving the strategic objectives and key results;
Review the organizational set-up, based on LADE’s mandate, identified strategic objectives, action plan and key result areas; provide recommendations as relevant;
Develop a Results and Resources Framework for the plan period;
Hold stakeholder meeting(s) to validate the draft Strategic Plan;
Finalize Strategic plan and submit to LADE.
Deliverables
Inception report, to be delivered a week after the consultant is assigned, where he/she explains the methodology and action plan for the completion of the mission
Written strategic plan (in Arabic) with a summary in English
Organizational structure, in the form of a diagram, with accompanying narrative including work relations and chains of command
Timeframe
The deadline to accomplish these tasks is 15 December 2016.
Roles and Responsibilities
LADE will be responsible for:
Covering costs and managing communications and logistics associated with the assessment
Actively engaging with the Consultant during the assessment
Identifying stakeholders and relevant documents as needed
The applicant will be responsible for:
Preparation of a work plan and an appropriate Assessment Framework
Actively engaging with staff, Board members and other stakeholders Regular update son the work progress to LADE
Production of deliverables in accordance with the requirements and timeframe of the Terms of Reference.
