Referrals Officer - Beirut

ROLE PURPOSE: Under the overall supervision of Monitoring, Evaluation, Accountability and Learning (MEAL) unit Director, the Referrals Officer will be responsible for coordinating with Lebanese Cash Consortium (LCC) staff to disseminate up-to-date and accurate information on available services by sector and location (including how to access them and eligibility criteria), and to conduct referrals. The Referral Officer will also take the lead in mapping and verifying referral pathways. He/she will be supported by LCC Senior Officer for Protection Mainstreaming and Referrals, who will provide technical support. In light of this, he/she will also be responsible for documenting the referrals conducted, as well as their follow up, using the tailored tracking system.   SCOPE OF ROLE: Reports to: MEAL Unit Director – Dana Shdeed KEY AREAS OF ACCOUNTABILITY: Network with service providers in order to map, verify and update referral pathways for Syrian refugee groups. Highlight referral pathways that are not functioning effectively and proactively conduct outreach with unresponsive receiving agencies in order to understand and address referral bottlenecks and barriers. Make referrals to relevant service providers including UNHCR through a standardized referral system and conduct regular follow-up with service providers on referred cases. Maintain complete, accurate and up to date documentation of all referrals conducted, and follow up actions, in the tailored referral tracking system. Submit quarterly reports on the outcomes of referrals conducted, in line with the outcome categories detailed in the LCC Referral Standard Operating Procedure. Identify and respond to information or training gaps among LCC staff related to the safe identification and implementation of referrals, with the support of LCC Senior Officer for Protection mainstreaming and Referrals, QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES At least two years of prior professional experience in a similar post, preferably with an international organization; Good protection background and knowledge of refugee context; Excellent organizational and time management skills and ability to meet strict deadlines; Good communication skills including ability to gain trust and build relationships with stakeholders; Experience in public speaking and presentation skills; Excellent English language skills, oral and written; Fluency in Microsoft office, experience in document design and layout; Good interpersonal skills and ability to work as part of a team, as well as independently; and, Flexible and able to work in a dynamic and diverse environment. Previous experience with Save the Children programs, within MEAL unit is a plus. Ability to work in challenging and complex environments. Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches.
