Job Purpose
The OV Coordinator is responsible for the implementation of all community-based initiatives, including the Outreach Volunteer (OV) program, women’s groups and the Solidarity Initiatives. This requires a high level of coordination, monitoring and reporting.
General Duties and responsibilities:
Leads and co-ordinates the INTERSOS OVs Programme under the supervision of the INTERSOS Protection Project Manager and in strong co-ordination with the UNHCR Sub-office.
Promotes a participatory approach among the INTERSOS OVs in order to involve refugees’ representatives in the identification of needs and conducting safe service referrals, and implementation of outreach services, in developing a sense of community and strengthen community support systems.
Leads the reporting of the INTERSOS OV programme.
Supervise community-based initiatives.
Co-ordination of the OVs
Supports, manages and trains a pool of OVs in their daily activities; ensuring distribution of tasks within the teams.
Organizes periodic meetings with OVs, at the district and regional level, to supervise activities, provides support, guidance and seeks for solutions to any issues identified.
Communicates regularly with the OVs for updates on achievements and challenges.
Disseminates information on refugee issues/ assistance/ services to OVs; briefs them on the information and ensures that it is effectively shared with communities.
Undertakes field visits to provide technical guidance and supervision as well as regularly monitoring of the progress of the OVs project activities.
In collaboration with the line manager, work closely with the other local and international organizations active in the field in order to ensure smooth co-ordination.
Any other relevant co-ordination activities as required.
Supervision of OVs and OV activities
Plans, monitors and supervises the activities of the OVs active in the INTERSOS Protection programme in South Lebanon (Tyre, Bintjbeil, Marjaayoun, Nabatieh and Hasbaya).
Supervises and monitors the activities related to identification, follow-up and awareness raising implemented by the OVs in accordance with the tools and procedures used by INTERSOS.
Acts as a link between the OV project and INTERSOS case management activities in the South, coordinates with Caseworkers on referrals and for technical support for OVs.
Establishes and supervises small scale protection activities implemented by OVs including planning, M&E, design, implementation, financial aspects and reporting for successful delivery.
Supervises INTERSOS’s role in the Unaccompanied and Separated Children (UASC) pilot program.
Women’s Groups
Supports the Community Protection Mobilizer in creating a mapping of existing women’s groups or community protection committees in the South and identify gaps where women’s groups can
Assists the Community Protection Mobilizer and Project Manager in the creation of the women’s groups.
Solidarity Initiatives
Assists the team and community with ideas for Solidarity Initiatives.
Supervises the implementation of the Solidarity Initiatives.
Monitoring & Reporting
Ensures accurate quality reporting on the OVs activities, feeding into weekly and monthly reporting to be prepared by the Project Manager.
Contributes to the drafting of internal and external reports (weekly, monthly, and quarterly) according to INTERSOS and donors requirements ensuring that reports are of a high quality and submitted on time.
Transmits protection concerns reported by OVs to UNHCR and other relevant actors in a timely and accurate manner.
Supports in entering data and provide/prepare update to ensure weekly and monthly overview of SGBV, PwSN & CP cases (gender, age, typology, referral, follow-up and cash assistance info to be included) and all cases referred by OVs.
Ensures the data-entry for the RAIS – Refugee Assistance Information Session and the monthly UNHCR SITREP report.
Provides meeting minutes and data related to OV participation in meetings/capacity building in a timely manner.
Makes sure the accuracy and secrecy of data entered into the case management services.
Assists in ensuring that hardcopy project documents are available in digital document files for documentation purposes;
Supports in producing partial information reports originating from the data collection and analysis.
Maintains regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, shares challenges and best practices.
Co-ordination & Representation
Proactively participates in protection and relevant INTERSOS co-ordination meeting at the national, regional and district level.
Liaises with field-offices of humanitarian agencies and co-ordinates with UNHCR Sub-Office to ensure field concerns and challenges are brought to relevant stakeholders.
Co-ordinates with UNHCR, UNHCR partners and other local and international organizations for the development and implementation of the OV project.
Organizes and attends bi-lateral meetings with UNHCR to discuss the progress of the OV project and flag any concerns.
Facilitates OV monthly meetings and meetings with other UNHCR partners.
OV Capacity Development
Promotes regular OVs mentoring and couching sessions based on identified needs and gaps in co-ordination with UNHCR.
Organizes and conducts trainings for OVs on relevant protection topics.
Coordinates with UNHCR to organize training for OVs based on identified needs.
Qualifications:
- Bachelor’s degree in social science/ social work or relevant field
- 5 years of relevant work experience
- Demonstrate ability to work within humanitarian context and knowledge of donors’ requirements/ main humanitarian field of interventions
- Very good understanding of protection and refugee rights
- Knowledge of SGBV, CP, PwSN and protection related issues
- Experience in dealing with volunteers and local authorities
- Experience in managing micro-project
- Ability to work independently while being member of a team and working under pressure
- Ability and willingness to travel to project areas and spend extended periods with communities and volunteers
- Experience in conducting basic administrative tasks
- Good knowledge of English (writing and speaking)
- Excellent analytical and Reporting skills
- Strong organizational skills
- Strong interpersonal skill and communication skills
- Good knowledge of Microsoft Word and Excel
Any change to the proposed activities should be discussed with the INTERSOS officers in Tyre.
A high degree of flexibility on the part of all staff is expected in order to respond to the ever-evolving situation. This job description may change based on the situation in the field. He/she can be asked required to perform other related duties as identified by his supervisor.
