Project Background
Save the Children Lebanon Country Office has been implementing the “Supporting Syrian Refugee Adolescent and Youth” Project in Bekaa and Beirut since April 2013. The project aims to provide life skills for young Syrian refugees and Lebanese host community youth and adolescents through various training program and to ensure their participation in community-based activities. The project is funded by Japan Platform (JPF), a humanitarian aid organization.
The conflict in Syria entered its fifth year. As most see little prospect of returning home in the near future, Save the Children intends to continue to implement this project, with the understanding that we need to do more to support refugee-hosting communities to sustain their basic services. A decision was made to carry out a mid-term evaluation survey to generate a better understanding of achievements made through the project so far.
Objectives of the Evaluation
1) To assess to what extent the project has achieved its objectives in terms of its relevance and impact on youth/adolescents’ lives;
2) To identify significant factors that contributed to the achievements;
3) To identify, validate and document lessons learnt and good practices and innovative approaches;
4) To generate knowledge that will contribute to the future development of project activities at the strategic level; and
5) To provide recommendation for Save the Children on appropriate changes in programme approach for the upcoming project cycle.
Deliverables
1) Inception report covering work plan with methodology and evaluation matrix – by 30th September, 2016
2) Interview schedule for Key Informant Interview and Focus Group Discussions according to the types of beneficiaries – early October 2016
3) Evaluation Report 1st draft – late October, 2016
4) Sharing session of findings with Save the Children – late October, 2016
5) Final Evaluation Report (English) – mid-November, 2016
All material collected in the undertaking of the evaluation process should be lodged with the SCIL Person to be referenced by the MEAL Director prior to the termination of the contract. The final report will be submitted to Save the Children. It must be delivered no later than one week after receiving comments from the sharing session with Save the Children.
Essential competencies required
1) Desirable: Management experience in emergency response (technical or operational) and fragile state contexts.
2) Desirable: Knowledge of Arabic language
3) Strong experience in the field of Child Protection/Youth Engagement in conflict situations
4) High data collection capacity, with strong analytical skills
5) Excellent report writing skills, including ability to write clear and well-argued reports
6) Excellent communication and influencing skills
7) Demonstrated skill in designing and leading cross-sector program evaluations
8) Experience of, and commitment to working through systems of community participation and accountability
9) Socially and culturally sensitive
10) A high level of written and spoken English
11) The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
12) Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and an ability to ensure this continues to underpin our support
13) Proposed evaluation budget and proposed payments schedule aligned with deliverables schedule (Proposals over 4 pages will be automatically excluded).
14) CVs and evidence of past evaluations for each team member

Upon expressing interest, the interested consultant or consultancy firm will receive the detailed TOR based on which they would submit their proposal. The proposal should include the methodology, the CV(s) of the consultant(s), and their respective rates per day.
