TERMS of REFERENCE Community Organizers Need 2 Location of work: South Lebanon Contract: full time Period of employment: 5 months   ASSIGNMENT Solidar Suisse has been actively responding to the Syrian Crisis since 2012, assisting displaced Syrian and vulnerable Lebanese families with humanitarian assistance. Solidar delivered emergency aid to Syrian refugees and Lebanese host communities in the sectors of Basic Assistance and Shelter. Basic Assistance included initially the distribution of seasonal NFIs to Syrian refugees and Lebanese vulnerable households but Solidar shifted within this sector to Unconditional Cash Assistance (UCA). In the sectors of Shelter/WASH, Solidar increased access to adequate and improved shelter space through the rehabilitation of unfinished parts of buildings or housing units in exchange for rent-free accommodation for a set period of time. To mitigate negative impacts on host communities and tensions between host communities and Syrian refugees, Community Support Projects (CSP) are used as a mean to improve or expand essential community services and infrastructure. Solidar is looking for two community organizers with strong social skills and knowledge of participatory tools that can assist   in the implementation of unconditional cash assistance project and possibly other projects as described above. The community organizers will work closely with the Solidar Cash team and if feasible will train the team on the use of social and participatory methods. 1.     RESPONSIBILITIES • Support and advice on the monitoring of Cash and Unconditional Cash Assistance (UCA) activities - Ensure timely and proper implementation and follow up of the cash assistance. · Identify and re-assess communities that are part of our current beneficiaries and to identify also new beneficiaries for UCA ·Maintain regular contact with community focal points and with community members in the cash project to ensure a constant flow of information and feedback that aims at improving the project -          Good understanding of the situation of both Lebanese and Syrian beneficiaries • Inform communities of the project and provide regular updates on all expenditure on projects to Solidar   Collect information on how the cash assistance is used and have an effect on the beneficiaries. • Create work plans (daily and weekly) in cooperation with the Solidar team and report updates on progress of the cash project on a regular basis and a final monitoring report upon completion; • Monitor project implementation on a regular basis and participate in periodic reviews of the program, providing support where needed;  • Conduct outreach field visits and identify vulnerable beneficiaries to enroll in  cash project activities and identify referral options for beneficiaries -          Have experience of participatory tools such as FGD and can apply these tools in the communities. •Identify community focal points amongst the refugee and host communities and maintain regular contact with them •Facilitate referral of identified needs to humanitarian organizations and other service providers, ensuring follow up and feedback to the community · Participate in weekly reporting and planning meetings both with the team and with the communities and municipalities   Any other duties as requested by the Line Manager.   2.     CANDIDATE SPECIFICATIONS   English: spoken & written Ability to work as part of a team and to perform requested tasks independently Ability to work under pressure Pro-active and problem solving attitude Experience required: 1 to 2 years working with Lebanese and Syrian communities Education degree: No Degree Required  Social background preferable Report writing skills and computer skills in word processing and spreadsheets. Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail. Commitment to ensure the protection of refugees and awareness of the concepts of confidentiality and consent Ability to engage with community members in an open manner, maintain confidentiality and respect.
