Monitoring & Evaluation Officer

The Monitoring & Evaluation Officer is responsible for all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects.  The Monitoring & Evaluation Officer will work closely with Program teams to assess field conditions, support capacity building initiatives, and facilitate the collection of quality data.   Duties: Conduct performance monitoring to projects by following up on targets and achievements Assess and report all risks and challenges being faced during the implementation of the programs Provide feedback to the Project Coordinators on project strategies and activities Collect the data needed to support the process of situational monitoring  Recommend improvements to the components of the logical framework and assess the suitability and practicality of the indicators and means of verification used  Contribute in the establishing of MEAL plans for projects Support the MEAL unit in establishing the M&E tools needed Use quantitate and qualitative tools to collect the data needed from the field Contribute to the writing of the client satisfaction surveys Contribute to the writing of quarterly and final evaluation reports for projects Follow up on the quality of the data reported from the field/regional centers and provide recommendations for improvement Contribute to the development of the reporting systems employed to serve the programs Support project coordinators in collecting and reporting data to the donors   Identify bottlenecks in procedures, practices or activities and recommend improvements    Contribute to the setting of Key performance indicators to Caritas’ departments and units Support the MEAL unit in conducting the needed investigations to report sensitive cases    Perform other duties as required   Skills: Excellent technical skills in socio-economic research and program performance assessment Excellent skills in quantitative and qualitative analysis Extensive experience in developing log frames/results frameworks and identifying appropriate performance indicators Strong communication and facilitation skills and ability to establish good working relationships with colleagues and partners in a sensitive environment Must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision Demonstrated ability to train and build capacity of others Strong organizational skills Excellent writing and data analytical skills Ability to undertake regular field visits and interact with different stakeholders Excellent command of written English and French Proficiency in Microsoft Office
