Only Applications received throughout this link will be considered PURPOSE OF POSITION: To provide overall management and supervision of the project Provide technical expertise on the project’s operations related to the sector in question Coordinate, manage resources and implement WASH activities, (Follow up on constructing and rehabilitating of water network and promoting good hygiene practices to Refugees and hosting communities in Lebanon) Lead Project activities, such as Needs assessment, technical designs, coordinating with local partners, private contractors and vendors, monitoring, weekly and monthly progress reporting and weekly planning. Liaise between the project’s stakeholders and its beneficiaries AJOR RESPONSIBILITIES Major Activities End Results Expected Assess water and waste water needs, available resources and location of waste water treatment plant and the capacity of existing systems. Develop the need assessment, map the stakeholders. Consult with local partner’s representatives (including women) about access, design and management of water and waste water systems as well as hygiene promotion and water use needs. Term of reference, Technical designs and Assessment are in place Look for available hygiene promotion materials, contextualize or elaborate new one for staff training, community and Refugee in conjunction with our health team. Hygiene promotion are in place, Agreement with related stakeholders on the hygiene promotion sessions (schools, dispensaries, municipalities,…) Deliver training on efficiency Solid waste management for BWE and municipalities staff, water use, water treatment, water quality testing, maintenance and hygiene promotion, cleaners, to partners, community and Refugee Stakeholders staff are trained on the needed topics Prepare technical drawings and Bill of Quantities (BOQ) specifications for water infrastructure. BOQs, maps and design are available on a timely manner Develop, negotiate and manage contracts with service providers (may include preparing tender documentation and evaluating capacity and quality of contractors) Supervise contractors. Contracts are negotiated and signed. Work of the contractor are implemented as per the tender documents and specifications Liaise with other NGOs/Civil, water establishment, local authorities and Donors to ensure coordination, consultation and works approval. Participating at the coordination meeting on monthly basis, Represent World Vision at interagency coordination and donor meetings on WASH KNOWLEDGE, SKILLS AND ABILITIES: Essential: Bachelor Degree or Post Graduate Diploma in the following: Mechanical engineering, preferable specialized in water and environment Essential: 3 to 5 years of experience in an infrastructure project (design, planning, implementation, budgeting, reporting, and evaluation and monitoring) Desirable: 2 years’ experience in NGOs in the work of implementing or managing programs in any field related to water, sanitation, health or shelter: involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring Essential: A valid driver’s license Strong English and Arabic communication skills (oral and written) Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation A high level of diplomacy and networking skills is required. Strong capacity building and facilitation skills Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources Able to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office) Experience in managing staff, partners and facilitating capacity building
