Job Summary
The main purpose of the position is, under the direction of the Senior Engineer and/or WASH Programme Manager, to oversee the day-to-day implementation of the Sewerage Pipe Network and Waste Water Treatment Plant, funded by EU
Roles and responsibilities
Project Supervision
Oversee and supervise the day-to-day construction activities carried out by the Contractor to ensure all works are implemented to satisfactory standards in compliance with design drawings, construction details and works specification.
Ensure works are carried out by the Contractor in a timely manner in strict adherence to the agreed programme of works.
Ensure all works are carried out by the Contractor in a safe environment in strict compliance with Health and Safety requirements in the work-place.
Ensure all works are carried out by the Contractor in a manner that is best practice in civil engineering with specific reference to sewerage pipe network and building structures integrated in the construction of the waste water treatment plant.
Ensure close coordination with the stake holders/community on daily activities to ensure smooth project implementation
Specific Duties:
Ensure proper setting off and markings prior to project execution and correctness of invert levels.
Ensure all activities carried out by the contractor are of the highest quality by taking measurement, samples and conduct testing.
Prepare detailed daily report to include (a) work progress, (b) work quality, (c) challenges & problems, and (d) relevant photos send through email to Programme Manager and Technical Advisor
Prepare and submit weekly progress reports with working drawings indicating accomplishment to monitor progress.
Facilitate weekly meetings with the Contractor, Municipality and other stakeholders and ensure the site office is neat & tidy and in readiness for all meetings.
Representation:
Represent Concern at local meetings with stakeholder, contractor and other relevant actors as necessary.
Coordinate project activities with other actors and stakeholders in the program area as necessary.
Work with community, ensuring them a full knowledge of the on-going project, its progress and expectations
Others:
Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner and stakeholders and be committed to providing a safe working environment.
Do other task required/requested by Concern related but not limited to the Construction of Sewage Network and Waste Water Treatment Plant in Mastha Hammoud, Mastha Hassan and Chadra funded by EU.
Ensure regular feedback to the management.
Person Specifications
Degree in Civil Engineering or related field from an accredited University
Minimum 1 year experience in managing construction related to sewerage pipe network and waste treatment plant.
Knowledge and experience on surveying practices and equipment
Knowledge and experience of testing of materials to include concrete, steel, aggregates, etc.
High degree of self- initiative and drive in problem resolution
Good track record of managing and leading a team with ability to foster team spirit
Strong facilitation, negotiation and mediation skills and ability to work independently. Experience in capacity building of local organisations is an advantage
Familiarity with the SPHERE Project and Minimum Standards and Lebanon construction standards.
Report writing skills and computer skills in word processing and spreadsheets. Skills in technical drawings software (preferably AutoCad) and project management software.
Willingness to stay on site and travel to construction sites all the time.
Excellent grasp of English both spoken and written.
Good interpersonal and communication skills in Arabic
Strong sense of security management and willingness to follow security guidelines and regulations
