Première Urgence – Aide Médicale Internationale is a not-for-profit, non-political and non-religious NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. PU-AMI’s involvement in the Syrian Crisis is strong, with a wide range of programs implemented in most of the countries affected by the conflict.
PU-AMI’s main objective in Lebanon for the years 2015/2016 is to provide a protection-based holistic response, covering the basic needs of refugees and host communities in Beirut, Saida, Mount Lebanon and Akkar districts.
A multi-sectorial portfolio of activities (Psychosocial, Education, Health, WASH, Food Security, Infrastructure, Shelter Rehabilitation and IS/CS Management - Protection) is addressing refugees and host population’s vulnerabilities, by enabling individuals and communities to achieve respect for rights in safety and dignity.
PU-AMI is also seeking more sustainable and cost-efficient modalities of implementation, mainly by building partnerships with local organizations and existing public entities, which will contribute to bridge the humanitarian assistance delivered to refugees with specific community support projects, in order to strengthen the social cohesion between communities.
Consequently, PU-AMI’s 2015-2016 Country Strategy is based on 2 programs:
- A Humanitarian Assistance Program: providing a protection-based humanitarian material assistance and services to the most vulnerable refugees and people affected by the Syrian Crisis.
- A Resilience Program: developing and strengthening community-level infrastructures as well as supporting household-level economic empowerment and well-being, with regards to specific poor and vulnerable groups, including women and people with disabilities.

OVERALL MISSION
General objective
The Shelter/WaSH Project Manager is responsible for the management and implementation of integrated Shelter projects within Beirut/Mount Lebanon region.
The Shelter PM will work under the supervision of the Field Coordinator in Beirut base.
The Shelter/WaSH PM position’s major objectives are to properly achieve the following tasks:
Proper implementation of all aspects of the Shelter/Wash project (Full project cycle approach)
Team management of all operational staff within the project
Capitalization of all aspects of the project
Responsibilities and tasks
Programs: S/he will ensure implementation and oversight of all Shelter/wash related activities
Human Resources: S/he will supervise the Shelter/Wash team (PU-AMI employees and any Daily workers)
Logistics and Administration: S/he will oversee the logistics and administrative duties of the project(s) under his/her responsibility.
Representation: Upon request from his/her supervisors he/she will represent the organization to local partners, authorities and stakeholders in relation to the scope of the Shelter/Wash project.
Safety and Security: S/he will follow safety and security rules on-base and will transmit all safety and security information to the Field Coordinator. He/she will guarantee regular coordination of activities with the Security Manager.
Strategy: He/She will assist in developing new operations as needed.
Specific objectives and linked activities
1. Information collection and sharing
To participate in the definition and development of guidelines and methodologies for assessments reports in coordination with the Assessment, Monitoring & Evaluation (AME) department.
To review the assessment reports according to developed formats
To proactively coordinate and work with other actors on the ground
To ensure proper communication schemes with the different levels of local authorities in coordination with the Security Manager and Field Coordinator
To organize and file all project documentation properly and to keep them accessible to Supervisors and Donors
2. Activities implementation
Design and implement Shelter/Wash activities in direct collaboration with the Field Coordinator
Organize, schedule, coordinate and plan the Shelter/Wash activities and the team’s work
Ensure proper coordination and liaison with local partners, local communities and Municipalities/Authorities
Implement all monitoring and evaluation defined schemes (post intervention impact survey) in coordination with the assessment, monitoring and evaluation department.
Implement community mobilization (introduce activities to stakeholders, encourage communities for activities, etc.)
Monitor closely the implementation of the activities and to propose adjustments of the strategy if needed to the Field Coordinator and in collaboration with the Shelter Technical Coordinator.
Guarantee follow-up of referrals both internal and external as well as guarantee the referral mechanism is in place among the Field Team
3. Operational team management
Ensure the recruitment and definition of the training needs of the operational team in coordination with the Admin team
Follow-up the operational team according to the mission’s HR policy and guideline: daily management, attendance, holiday management, etc.
To ensure performance evaluation of the operational staff on a regular basis (every 6 months)
To constantly liaise and coordinate actions with the Field Coordinator of the base
To ensure the respect and application of disciplinary rules as per PU-AMI’s HR policy
To set up clear daily implementation plans for the Operational Team and to guide the team in following the developed plans
To identify training needs for the team and work for the team members’ development
4. Internal and external reporting
To provide internal reporting on activities according to PU-AMI internal tools
To prepare external reporting to Donors (with support from his/her supervisors) in respect of deadlines
5. Financial and Logistics Management
To follow-up the financial aspects of the project (Budget Follow Up)
Management of the cash forecast in link with the different projects
In direct link with the logistics departments manage the Shelter stocks and replenishments
To issue and follow up procurements for the project needs
6. Budget
Manage expenditures related to one specific grant
Ensure follow-up and control of his/her budget area
Analyse and propose solutions of reallocation if needed, after receiving a monthly updated budget follow-up from the Admin/Finance Department
Approve expenditures and re-allocations within his/her budget area(s) in coordination with the Admin Manager and Field Coordinator
Plan and monitor expenditures to take place during the grant period
Address his/her cash forecast according to his/her budget areas
Avoid any over or under expenditures at the end of the grant, when possible, and provide relevant and timely information to Field Coordinator and Admin department in case of such occurrences
7. Capitalization/Institutional Knowledge Building
To support in the development of activities data gathering forms in collaboration with Quality Department, Base Programme Coordinator
To develop comprehensive support documents for activities implementation by the Shelter/Wash team
To organize training sessions on Shelter & WaSH topics
To develop understanding of the Lebanon situation (beneficiaries, needs, political context, and strategy of intervention…)
Identification of new areas of intervention and needs assessment (field assessment, collection of data from other stakeholders…) when asked by Field Coordinator
8. Contribute to the development of new proposals
To participate in identifying shelter-related needs in coordination with the Field Coordinator
In the context of identifying new operations, and together with the Field Coordinator, he/she contributes to the preparation of project proposals for the Shelter/Wash sector
To contribute to the development of the mission strategy when requested by the Field Coordinator

QUALIFICATIONS
Mandatory requirements
Language skills: Fluent in Arabic and English (speaking/reading/writing)
Education degree: /University degree in civil engineering or construction works
Work experience: 2 years of experience in a similar position (NGOs/private companies) in Shelter/Construction fields at Management position
Knowledge & skills: Good analytical and writing skills /Understanding of project cycle management /Good management capacities and team leadership spirit
Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook) and AutoCAD
Other:
- High knowledge in Shelter and construction works
- Good management and pedagogical skills
- Good knowledge of Mount Lebanon Governorate, willing to travel a lot locally and valid driving license
- Excellent communication and diplomacy skills to manage relationship in potentially tense situations
Assets
Other knowledge:
- Good skills in reports and contracts redaction
- Understanding of institutional donor (ECHO, UN agencies, etc.) procedures
