Senior Wash Engineer

Job Purpose:The Senior Water/Sanitation/Hygiene (WaSH) Engineer will be responsible for the management of the technical team that is the deployed WaSH Engineers in his function as team leader and supervisor in first place and furthermore contribute to assist the organization in the implementation of WASH activities in the Bekaa and specifically support the international WASH Manager and his/her assistant (WaSH officer) with the overall technical field support for the planning and coordination of construction and rehabilitation works under the water and sanitation objectives of the UNHCR funded project, in accordance to the allocated resources and timeframe. Generic Duties: 1. Assist the international WaSH Manager in designing, organizing, planning, following up and supervising all the technical field activities of the project regarding WASH, namely construction and rehabilitation works.2. Under the supervision of the international WaSH Manager and with support of the Liaison Officer (WaSH & Security), liaise and coordinate all the technical activities related to construction and rehabilitation works in the field with the local authorities, the water bureau, the community representatives and other agencies and stakeholders engaged in the WASH sector across the project sites.3. Manage and supervise the technical WaSH team being composed of WaSH engineers 4. Accomplish any other task not here listed but assigned by the WaSH Manager if necessary to the project’s achievement. Specific Duties: HR management:1. Plan, coordinate and supervise the daily work of the WaSH Engineer team according to the work plan of the project and the agreed priorities.2. Assess the performance of the technical team, identify training and capacity building needs of the technical team in close link with the WaSH manager and WaSH officer.3. Manage the technical team as team leader during their operations in the field.4. Develop a certain degree of autonomy in managing the technical field team and issues related to the daily implementation of the activities Implementation and Monitoring & Evaluation:1. Ensure the proper implementation of all WaSH activities related to construction and rehabilitation works that is timely and in coherence with the project work plan, resourceful and in compliance with UNHCR & INTERSOS standards/protocols and national WaSH working group guidelines as well as with signed supplier contracts and agreements (e.g. technical construction specifications, BoQs, technical drawings)2. Under the supervision of the international WaSH Manager, organize, manage and supervise on a daily basis the WaSH operations in the field through field visits and provide needed technical support to the team.3. Under the supervision of the international WASH Manager, provide support in negotiating, supervising and coordinating with contractors and/or suppliers of the WASH works and items.4. Provide input to develop activities’ monitoring & evaluation tools.5. Collect, analyse and interpret all technical data concerning the WASH activities to support the project.6. Ensure together with the technical field team (WaSH Engineers) the proper monitoring and evaluation of all construction and rehabilitation works executed by the contracted service providers and provide regular feedback to the WaSH Manager7. Provide technical guidance and expertise to the contracted service provider in charge of the works.8. Inform the WaSH Manager about any potential technical modification occurring during the work implementation and require its formal approval by the same.9. Provide upon request by the WaSH Manager and/or Project Manager assistance to the implementation of the others project activities Technical advice & input:1. Provide together with the technical team technical input to prepare or adapt technical drawings and designs of civil and hydraulic works for the execution of WASH works, as required by the project and according to the instructions of the international WASH Manager and the guidelines of UNHCR and the humanitarian sector working groups 2. Prepare and/or revise bill of quantities (BFQ), technical drawings and work plans related to the construction and rehabilitation works to be undertaken within the project implementation period.3. In general, provide technical input to the international WASH Manager to prepare or revise the technical documentation in every necessary tender dossier. Project development and strategy:1. Contribute to identify in the field uncovered needs and gaps through regular need assessments in order to prepare new interventions in the Water & Sanitation sector.2. Provide technical assistance to the WaSH Manager in developing the current project with regard to its approach and strategy.3. Provide technical assistance to the WaSH Manager in drawing new concept notes and/or project proposals linked to WaSH operations. Reporting:1. Provide input to prepare and to draw reports on the technical team’s activities as per the WaSH Manager’s requests2. Keep track record of the progress of the implementation of construction and rehabilitation activities in the field and share the documents with the WaSH Manager.3. Report to and discuss with the international WASH Manager on a daily base any technical issues of the field activities which may have a direct impact on the general implementation of the project or of the organization’s activities in the area. Coordination:1. Participate in sectorial coordination meetings at local and national level when requested by the international WASH Manager.2. Assist - with inputs deriving from the experience developed in present and past projects - the international WASH Manager in the decision-making related to the daily implementation of the WASH project components in the field. 3. Keep herself/himself as well as the technical team up-to-date on sector working groups’ and local authorities’ news, reports, recommendations, requirements, etc.4. Quickly react to changes - of any kind - in the field and its context in which the project activities are being implemented, inform immediately the senior management about them and contribute to finding proper adjustments5. Coordinate with other WaSH actors and stakeholders in the field.
