1.       Programme Background Oxfam is an organisation that works to address the causes of poverty through campaigning and responding to the needs of the poor. Oxfam works in both development and humanitarian contexts, focusing particularly on water, sanitation and hygiene (WASH), protection and emergency food security and livelihoods. In Lebanon, Oxfam is responding to the Syrian Refugee Crisis addressing emergency water needs through WASH service provision to populations residing in informal settlements. Oxfam also addresses the needs of the Lebanese host communities and local authorities through the rehabilitation and expansion of water supply networks, to improve access to water. Currently Oxfam is implementing protection activities in Bekka that promote community and rights-based approaches by building the capacities of Syrian refugees about human rights and protection international standards. Consultations with Syrian refugees proved that visual communication materials and participatory approaches are the preferred approaches to be used for raising awareness and improving capacities. Thus, the consultancy call is looking for creative consultant with ability to design and print visual materials and training modules that are sensitive to Syrian refugees’ crises context and able to illustrate in simple ways, the required messages. 2.       Scope of the work The consultant will meet Oxfam Protection Officers and Capacity Building Officer to discuss the design needs for the new materials to be used for training and information dissemination and to discuss the ideas already in place. Before designing the materials, s/he will visit the Oxfam intervention sites to consult the ideas with the refugees about the materials, and after the design s/he will test them in the field by consulting with refugees about the results and to do the needed changes. Dimensions to be taken into consideration for the design: -Age sensitive: the materials need to address refugees between age of 18 and 60 years old, -Literacy rate: Users of the manuals might be illiterate, thus, special focus on visual techniques is needed, -Gender sensitive: the materials will consider the different perceptions of women and men about protection, this need will be reflected in colors, names, characters, scenes, etc and to ensure that women and men equally participate in the consultation and testing phases.   Deliverables Designs and printings required   100 copies of full colored Training Manuals (120 Arabic pages plus 5 cover designs) with illustration figures and three-dimension illustrations, with the following key topics/terms: -          Protection of the civilians -          Vulnerability -          Advocacy -          Information dissemination -          Human rights -          Representation and accountability -          Local stakeholders -          International laws -          Community participation   Sample designs will need to be pre-approved by Oxfam before massive printing of all copies. Oxfam will provide the necessary logos. The designs will be given to Oxfam in soft accessible copies and access will be allowed to Oxfam to make changes or modify the designs after delivery.   Desirable skills:   -       Previous experience with Oxfam or other NGOs /INGOs. -       Previous experience in similar visuals developing tasks. -       High level of creativity in designing similar materials. -       Proved graphic designing skills. Those will be a plus: -       Knowledge of the context and sensible to humanitarian actions. -       Gender sensitivity.   4.       Reporting lines / coordination The reporting and coordination will be done at different levels. -          Approval of designs will be done in coordination with the Protection technical coordinator, Protection manager, protection officers and capacity building officer. -          Field visits to be done in coordination with the Protection Officers. -          Final presentation of materials to be done in coordination with Protection manager.        Deadline Delivery of the items will start on September 1, 2016 and the deadline will be October 31, 2016.   6.       Payments Payment will be made only by check or transfer, as preferable by the consultant and following Oxfam procedures, upon submission of invoice by the consultant/consultancy firm and confirmation/approval of successful completion of the service by Oxfam.   Terms of payment: 50% of the total agreed with be provided upon signing of the services contract and 50% after finalizing the delivery of printed materials and designs in hard and soft copies.   7.       SUBMISSIONS & DEADLINES      Interested contractors are asked to submit detailed: -       Technical proposal, including an action plan reflecting how they intend to undertake this task; -       Two copies of their previous works; -       Two references from previous clients; -       Financial proposal. -       Deadline for submitting CVs: 15 August 2016 -       Starting date: 1 September 2016 -       Deadline for submitting materials: 31 October 2016
