Lebanon Education Expert, PMSPL II / DRASATI II, Lebanon Social Impact (SI) is a Washington, DC-area international development management consulting firm. SI’s clients include US government agencies such as USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits.   Project Objective: Through PMSPL II, Social Impact supplements the monitoring and program management efforts of USAID/Lebanon staff and verifies, monitors, and supports USAID program performance in Lebanon. The period of performance of this project is September 2015 – September 2020.   Position Description: DRASATI II is an education project funded by USAID. Its overarching goal is to support the Ministry of Education and Higher Education (MEHE) to improve the performance of the Lebanese public school system by enhancing the learning environments in public schools and providing dynamic learning opportunities to school administrators and teachers, while increasing parent and community involvement. DRASATI II was designed and awarded starting FY2013. DRASATI II builds on the work of DRASATI I and implements specific activities outlined in a five-year master plan, while including public schools located in communities most affected by the Syrian crisis among the pool of targeted beneficiaries. As DRASATI II reaches its end of term in December 2016, a final performance evaluation is scheduled to assess DRASATI II activities for their relevance, effectiveness, efficiency and sustainability. SI is seeking a Lebanon Education Expert with at least 10 years of experience in education and/or social development sector in Lebanon, to join a team of experts including an Evaluation Team Leader, Performance Evaluation Specialist and PMSPL II staff members to conduct a final evaluation for DRASATI II. The expected start date for the expert is August 22 2016. The expert will be hired for the duration of the evaluation. The deadline for the submission of the Draft Report to USAID is October 15 2016. The expected number of LOEs is 30 days. The local expert is expected to report to the evaluation Team Leader.   **Please note: This is a local position. Only candidates with [Lebanese] citizenship will be considered**   Responsibilities: During the pre-field work period, the expert will work with the evaluation team to develop a data collection strategy, design an interview and FGD guide, and prepare an outline for data analysis. During the kick-off period, the expert will work with the evaluation team to finalize the interview guides and finalize the logistics for the field work. At the field work level, the expert will work with the evaluation team to interview key stakeholders, project beneficiaries and carry out focus group discussions as well as prepare summaries of the interviews and meetings to be included in the evaluation report. At the post-field work level, the expert is expected to work with the evaluation team to analyze the data, write up sections of the report and assist in presenting main findings for USAID. The expert is expected to support the evaluation team in responding to USAID comments on the draft report and support the team in submitting a final report to USAID.   Qualifications: The local Education Expert on Lebanon should have at least 10 years of experience in education and/or social development sector in Lebanon including social analysis of development programs/interventions of donor funded education projects. He/ She must hold a Masters degree in Education. Ph.D. in Education is a plus. He / She should have good understanding of the main concepts related to teacher training, teacher education, curriculum development, education reform process and associated management strategies. He/ She should have good understanding of the current structure, strengths and challenges facing the education system in Lebanon. Previous knowledge and work experience with MEHE is an advantage. He/she should have demonstrated ability to undertake education and sector programs needs analysis. He/ She should be able to liaise with multiple agencies/clients/high-level diplomats, exceptional organizational and communications skills, proven managerial/leadership skills on large teams on complex projects, etc. He/she should have knowledge of USAID and other international donors that provide support to the education sector is a bonus.
