RESPONSIBILITIES & OBJECTIVES
Objective 1: Implementing the Monitoring & Evaluation plan per project
- Participation in defining methodologies for major baseline, and needs assessment studies for each project;
- Keep track of all projects and grants monitoring and evaluation schedules and implementation of monitoring and evaluation procedures;
- Ensuring quality, accuracy and confidentiality of data and the serious follow up of available guidelines.
- Ensuring a good communication with operational teams on preparation of activities, implementation, results and aims of M&E department.
- To report immediately any incident report – transmitted by the managed teams – to the line manager, while ensuring the confidentiality of it.
Objective 2: Providing grant proposals and reports with accurate and qualitative data
- Support in the development of proposals and reports by collecting and analyzing quality and accurate data and by keeping an organized archive system for M&E related activities;
- Participation in the preparation of results frameworks, performance monitoring and evaluation plans for new projects including the harmonization/standardization of indicators, data collection methodologies, time lines and measurement tools;
- In close collaboration with the Field Coordinator ensure the flexibility and adaptability of the monitoring process and tools to integrate amendments to the projects currently being implemented as well as any future project;
- Send weekly reports on the M&E team activities to the Deputy Head of Mission
- Produce timely M&E reports including narrative, statistics, data analysis and proper recommendations according to the M&E work plan reporting schedule.
- Contribute to other necessary reports upon request from line manager
Objective 3: Capitalization/Institutional Knowledge Building
- To organize training sessions on M&E-related topics
- To organize regular lessons learnt sessions with the implementation teams by presenting the results of evaluations and formulating recommendations/lessons learned
Objective 4: Team management
- To help in the recruitment of M&E new members when needed, and to propose any relevant adjustments for the set-up of the M&E team to the line manager;
- To train the M&E team and to be proactive regarding internal or external training needs;
- To follow up the M&E team according to the HR policy missions’ Standards (daily management, performance evaluation, leaves management, Individual Action Plan, etc.);
- To ensure performance evaluation of the M&E team, and set up and follow up individual or team objectives
- Ensure a good communication, coordination and information level of each member of the team through regular coordination meetings (or other if needed)
- Ensure conflict resolution (personal and professional) within the team managed and inform the line management and/or the administration when necessary
Objective 5: Organization & Follow up
- To organize, schedule, coordinate and plan the weekly planning of activities, including logistic and administrative needs, of the monitoring team
- To ensure proper coordination and liaison with the programs departments;
- To participate regularly in M&E field visits in order to monitor the data collection and the methodology, used by the M&E Assistants.
Objective 6: Ethic and professional practice:
- Respect beneficiaries’ confidentiality.
- Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
- Address needs and requests in a professional way.
- Report any incident or act that causes any harm to beneficiary or to others.
- Always interact with children with the presence of their parents or caregiver
QUALIFICATION/ REQUIREMENTS
Background
Baccalaureate/University degree in social science or any other relevant field
2 years’ experience working for an NGO in an implementation team – 1 year experience in humanitarian project evaluation
Very good analytical and writing skills / High understanding of project cycle management / Good management capacities and team leadership spirit
Languages Fluent in Arabic and English (speaking/reading/writing)
Driving license: Not mandatory
Computer skills: Very good knowledge of the MS office software (including Word, Excel, Outlook)
Personal qualities & soft skills: Pedagogical skills; team management, good knowledge of humanitarian actors and donors
