About the Job
The main purpose of the position is, under the guidance of the Informal Settlements Programme Manager, to implement Concern’s multi-sectoral programme in informal settlements in Akkar Governorate. It includes the following activities:
Capacity building and management of community site management committees (CSMC)
Hygiene promotion (distribution of hygiene kits, awareness sessions, KAP surveys…)
Protection and community outreach (case identification and subsequent referral for service provision)
Solid Waste management (needs assessment, support to municipalities…)
Vector control (awareness sessions, suppliers’ identification, post-treatment monitoring…)
Rapid needs assessments (new refugee influx, evictions or extreme weather conditions)
Under the direction of the Informal Settlements Programme Manager, the Team Leader will plan, coordinate and monitor the works of 2 Community Outreach/Protection officers and 2 Hygiene Promotion officers.
Duties and Responsibilities
1. Programme Development
a) Develop community support strategy in IS in collaboration with the IS Programme Manager and the IS Team
b) Design and schedule collective site management committee, hygiene promotion, protection, solid waste management, vector control and emergency response activities consistent with the output targets and objectives of the programme in collaboration with the IS Programme Manager
c) Assist in the development of a monitoring and evaluation system for the community support activities which accurately measures outcomes and contributes to quality programme delivery
d) Participate in the development of quality and accountability initiatives [eg. Referral management, Complaints Response Mechanism]
2. Programme Management
a) Ensure that the programme is being implemented in accordance with the objectives agreed with the donor, Concern procedures, and best practice
b) Develop weekly, monthly and quarterly work plans for collective site management committee, hygiene promotion, protection, solid waste management and vector control activities and ensure that these are implemented
c) Ensure that accurate programme databases are maintained
d) Assist the IS programme manager in budget planning revision and management in coordination with the finance team
e) Liaise as necessary with other Concern programme, systems, and logistic / procurement teams
3. Reporting and Information Management
a) Ensure that Concern’s and donors’ reporting commitments are met, including weekly, monthly, quarterly reports as necessary in accordance with Concern’s procedures and those of donors
b) Ensure that collected project data and documents are properly stored and analysed
4. Representation and Coordination
a) Participate in CSMC and WASH working groups at a Governorate or National level
b) Coordinate CSMC and WASH activities with different stakeholders
5. Staff Management
a) Train community outreach, protection and hygiene promotion staff and support them in fulfilment of their tasks
b) Supervise community outreach, protection and hygiene promotion staff’s daily activities in the field and in the office
c) Evaluate community outreach, protection and hygiene promotion staff’s work performance in accordance with Concern administrative procedures
6. Implementation of community outreach, protection and hygiene promotion activities at site level
a) Ensure case identification within target populations and subsequent referral for service provision (health, education, legal assistance, livelihoods, WASH, etc.)
b) Conduct rapid needs assessments in informal settlements following new refugee influx, evictions or extreme weather conditions
c) Encourage social behavior change approach with target populations during household visits or focus groups in informal settlements
d) Sensitize target populations to key public health risks to prevent the deterioration in hygienic conditions in informal settlements
e) Build the capacities of target populations to use and maintain collective site facilities before handing over responsibilities (basic repair, maintenance, waste management, hygiene advices) to collective site management committees
7. Work Ethic
a) Train community outreach, protection and hygiene promotion staff and support them in the fulfilment of their tasks
b) Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct
c) Support the promotion of the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to the team and to the beneficiaries, and be committed to providing a safe working environment
d) Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6)
e) Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required
Skills, Qualifications, Experience and Attitude Required
Degree or equivalent in Community Mobilization, Public Health, Hygiene Promotion, related technical qualification with relevant experience
Minimum of 2 years’ experience in community mobilization, public health and hygiene promotion activities preferably in Informal Settlements
Knowledge and experience of participatory methods of community engagement and sensitisation.
Leadership and supervisory skills and ability to foster team spirit.
Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
Report writing skills and computer skills in word processing and spreadsheets.
Experience in conducting surveys, managing and analysing data and statistics
Very good knowledge of English both written and oral
Willingness to have long working hours, stay in the camps and travel to sites when required.
