  Project Description   Four local civil society organizations, working with vulnerable communities in Lebanon, have come together in a collaborative developmental project. These four organizations are SAWA for Development and Aid, Kayany, Basmeh and Zeitooneh, and Women Now for Development. This project will utilize the expertise of all the organizations, in order to contribute to the advancement of local communities in the Bekaa Valley.   Through the project, four community centers will be set up, each of which will provide a number of services, including Skills Development and Protection, to the local refugee and host community. Four Learning Centers, moreover, will be set up to deliver non-formal education to refugee children who have been suffering from educational exclusion. Finally, each community center will include a Mobile Unit, in order to deliver educational, skills development and protection services to remote areas within the Bekaa Valley.     Essential Duties and Responsibilities:   Overall project management: Responsible for the recruitment process of staff across all community centers; Implement HR and administrative policies, systems and procedures; Ensure adherence to Employment Guidelines, Security and Safety Guidelines, and the Code of Conduct, among other policies; Monitor compliance with the national and local labour law and other relevant regulations; Establish a recruitment, testing and interviewing program; advise managers on candidate selection; and conduct and analyse exit interviews Develop effective HR management tools and provide regular HR analysis and reporting to management; Ensure that all staff members have a job description, developed work plans, and regular performance discussions with supervisors/managers; Personnel management of the HR and administrative team; Training, support and development of HR and administrative teams in all offices, and support and training of all staff with HR, personnel management and administrative responsibilities; Nurture a positive working environment Oversee and manage a performance appraisal system Ensure confidential and standardized filing of personnel documents in all offices; Ensure that all necessary agreements, permits and licenses necessary for the operations are in place.     Specific responsibilities Ensure that an effective induction package is developed and delivered to all new staff; Ensure that there is a comprehensive training needs assessment completed annually and linked to capacity building initiatives for staff; Develop and manage a system follow up of breaches to the Code of Conduct, ensuring timely administration of disciplinary actions as necessary.    Critical interfaces In coordination with the Project Manager, liaise with relevant authorities on administrative and personnel issues Work closely with Finance to ensure accurate staff budgeting and project allocations Support Center Managers to create a positive and equitable working environment Meet with staff members to listen to staff concerns and suggestions and to communicate them to the wider management team.   Competencies & Skills:    Generic professional competencies: Experience in working in challenging environments Documented results related to the position’s responsibilities Knowledge about own leadership skills/profile    Context/specific skills, knowledge and experience: Excellent communication and interpersonal skills Knowledge of the NGO operations and the dynamics of the humanitarian sector and principles Good individual conflict resolution and problem solving skills Strong computer skills, especially in MS office Strong training and presentation skill     Education, Experience and Language:   Education: Bachelor degree in relevant field Higher education/diploma in Human Resources and Administration is a plus.   Experience: Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context Previous experience with the European Union is a plus   Language: Fluent in English and Arabic
