- Objectives and scope of works for the Junior Expert:
The objective of this RFPS is to ensure timely and professional implementation of complementary public awareness raising activities in relation to the operations of the Project. Due consideration will be given to ensure effective promotion of the Project Activities, achievements, and the relations with the Project Partners: the Ministry of Labour, the National Employment Office (NEO), the Economic and Social Council (ECOSOC), and the stakeholders: the Social Partners- Employers and Trade Unions Associations and Federations, as well as Civil Society representatives. The Project is one of the flagships of the European Union (EU) Technical Assistance (TA) Projects, financed from the European Neighbourhood Instrument (ENI) and seeks to promote and revatilise the Social Dialogue in the Lebanese society.Within the scope of the approved Communication and Visibility Strategy for the Project the Junior NKE will, under close guidance of the TL/ KE2 perform specific works that will complement the Project key activities (components) and transmit these to become public knowledge, and put a process in motion where (over time) Social Dialogue is firmly routed at all levels of the society. The JNKE will, in general, ensure effective publication and promotion of the Project’s achievements and impact, including its visibility, and likewise highlight the EU support to the Ministry of Labour and other key players such as the Trade Unions, Employers Associations, Civil Society organisations engaged in the Social Dialogue.
The JNKE will also ensure effective implementation of the Project key activities through appropriate media and visibility complementary works, in particular:
1. Developing the communication and visibility action plan for the National Social Dialogue Strategy, including, but not limited to: Workshop announcements (press releases), photo documentation, interviews with participants from the workshop, press conferences, promotional items (MOL-, Social Partners- and Civil Society representatives);
2. Media support to: Developing a revised legal framework concerning the organization of Trade Unions, through: Workshop reports and final national conference:
3. Provide targeted media support to the key activity: Labour inspection- modernization of the organization of the Labour Inspection services; this key activity will will be developed, shared and discussed in workshops and finalised; throughout the process the C&V specialist will complement this process through effective media work, e.g. interviews, news letter(s), regular Facebook postings and others;
4. The National Employment Office will receive support from the Project through two major studies targeting pertinent pressing employment issues in Lebanon: unemployment of the youth and women. The JNKE will complement these activities by the measures discussed above and will thus complement to increasing the image and profile of NEO in the pubic perception, and support the awareness campaign to promote NEO visibility;
5. The C&V specialist will complement and support the works related to series of workshops and other fora stimulating discussions and debate on Social Dialogue, in collaboration with the ECOSOC on issues related to social justice and social dialogue. These activities will be published in the national media, and through announcements via Facebook and other effective channels. In addition, staff from the tripartite social partners in public and private sector, ministries and government decision makers will be trained in areas related to Social Dialogue and bargaining, and this will be portrayed in the public through the social media and other channels.
This scope of works is indicative, and additional works (similar to the nature of this assignment) may be requested by the TL.
- Methodology
On the basis of the existing Communication & Visibility Startegy, aligned with the EU Communication & Visibility Manual, the JNKE will:
Collect background information on the essence of the Project and its rationale in the EU dimension and regional, national context;
Consult with key project personnel, Partner Ministry and its agencies, stakeholders and the EU on their expectations to the targeted public perception of the Project;
Liaise with the EU and the MOL on their respective Communication & Visibility expectations for each public targeted activity (e.g. press releases, postings on Facebook and others);
Complement the ongoing key activities of the Project through suitable, well reflected public relations and media activities, in close consultation with the Project team, the Partner Ministry-MOL and stakeholders, in particular: the Social Partners and Civil Society entities, ECOSOC, NEO and others.
- Deliverables
The usual place of provision of discharge of services is Beirut. The Project office is housed within the Ministry of Labour Building, 6th floor, Chiyah, Beirut.
The deliverables are as follows:
Guided by the TL and the KE2, the Junior NKE will:
Present a review of the existing Communication & Visibility strategy (of the Project) and a well articulated rationale for necessary adaptations;
For each key activity under implementation apply a concept outlining the type of media work s/he recommends for application;
Regularly (at least bi-weekly) formulate a posting on Facebook, approved by the Contracting Authority;
Publish all major works of the Project and its Partners in adequate fora and media channels (e.g. by articulated workshop publications for the press, and other media);
Develop a Communication &Visibility plan for ECOSOC based on the organisation’s operational plan stimulating Social Dialogue public debate;
A well-reflected concept paper for the MOL targeting the creation of a media- communication & visibility unit, including job descriptions, cost analysis;
Provide a well designed media and awareness plan for NEO and provide evidence demonstrating NEO’s grown image and public familiarity;
Final report at the end of the first mission, summarizing lessons learned and possible improvements for consideration of a possible second phase.
. Time line: Works shall be implemented in the period July to December 2016 (indicative).
With a separate arrangement, works may be extended.
. Language: All documents to be provided in English (of these, the Project will translate a selection into Arabic). Media presentations to be presented in Arabic.
7. Qualification and experience
Qualification and key competences:
Outstanding verbal and written communication skills in English and Arabic;
Outstanding writing and editing skills in English and Arabic;
Very strong interpersonal and communication skills;
Strong analytical and organizational skills.
Professional experience:
Minimum of three years of professional experience in areas related to media work, including social media, web-based platforms and mobile devices;
Minimum one work experience in public sector;
Minimum one work experience in ENPI country in related field is an asset.
