Wash/shelter Field Officer (Lebanese Nationals Only)

Background ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. ACTED has been implementing WASH and Shelter interventions in various areas of the country.    **Please note: This is a local position. Only Lebanese citizens are eligible to apply.** Assignment Under the supervision of the Senior Field Officer (SFO), the Field Officer is responsible for day-to-day implementation of field activities. Specifically, the Field Officer will conduct data collection for socio-economic assessments, WASH and Shelter assessments, distribution of relevant materials, and negotiate contract agreements with landlords and HH members. In addition, the Field Officer will provide capacity building trainings for community focal points and ACTED’s committee members.     Functions The Field Officer shall be responsible for:   Neighbourhood selection and data collection -       Participate in neighbourhood selection meetings; -       Liaise with focal points and local authorities; -       Conduct HH level socio-economic data collection; -       Conduct HH level WASH and Shelter data collection; -       Conduct Protection related data collection; -       Distribute and collect water samples; -       Distribute water kits; -       Handle materials and Cash for Task (CfT) distribution     Capacity building & Agreements -       Contribute on the development of training materials for beneficiaries; -       Facilitate capacity building trainings for focal points and committee members. Trainings might include humanitarian principles and protection among others; -       Facilitate Hygiene Promotion (HP) and awareness sessions; -       Negotiate and manage lease agreements between HHs members and landlords;     Internal Coordination -          Submit daily activity reports to the line manager; -          Ensure accuracy of reported data, by following internal guidelines; -          Refer complaints and delays to relevant ACTED’s staff; -          Keep line manager and Security officer informed about any security issues. Follow internal security guidelines; -          Keep an accurate filling system; -          Participate in internal lessons learned workshops and project feedback.   Accountability to Communities and Beneficiaries The Field Officer is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.   Knowledge, skills -       University degree in relevant subject, such as social studies, research, humanitarian studies; -       1 year minimum experience in similar position with an INGO and/or UN agency in Lebanon; -       Experience conducting social data collection and knowledge of research methodologies; -       Experience facilitating capacity building trainings; -       Experience in Non Food Items (NFI) distribution; -       Strong negotiation skills; -       Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context; -       Excellent interpersonal skills and external relations Experience working with local authorities and Municipalities will be considered an asset
