Terms of Reference for Midterm Review – WAJ II   Project Title : Women’s Access to Justice in the Middle East and North Africa Region, Phase II Donor:  Finnish Ministry of Foreign Affairs Location: Jordan, Yemen, Egypt, and Lebanon  Duration of project: 8 December 2014 to 7 December 2017   1. BACKGROUND: The Women’s Access to Justice in the MENA region project Phase 2 is a 3 year project that is being implemented by Oxfam in partnership with different partners in Lebanon, Jordan, Yemen and Egypt. It is designed to build upon the successes of Phase 1 (April 2011 – March 2014) and Oxfam’s other legal protection work.    In each country, the project is implemented respectively by Justice without Frontiers, Lebanese Council to Resist Violence Against Women (Lebanon), Arab Renaissance for Democracy and Development - Legal Aid (Jordan), Yemeni Women’s Union (Yemen), Women Research and Training Centre, and the Centre for Egyptian Women's Legal Assistance (Egypt). Specific locations for project activities in countries were selected in consultation with local partners and all targeted locations are in fact some of the least developed and most marginalized areas with a high concentration of poor and vulnerable population.   The overall aim of WAJ II is to contribute to equitable access to formal and informal justice for poor and vulnerable women in the targeted countries. While the immediate objective is to increasingly enable poor and vulnerable women to claim their rights using formal and informal justice providers and judicial institutions; partners and Oxfam designed activities to tackle four levels of intervention: the individual (personal) level, community level, policy level, and the regional learning and networking level. Activities target poor and vulnerable women, community leaders, community members including men and boys, practicing lawyers and young lawyers, district courts (with a focus on family courts), ministries of justice, relevant parliamentary committees, women’s rights CSOs, networks and semi-state organizations, lawyer unions and bar associations. The key problem this project is set to address the limited and inequitable access of poor and vulnerable women to justice. The underlying factors are described in more detail below.     1)      Limited capacities of women to claim their rights due to limited ability to make well informed decisions related to one’s rights and limited affordability of legal services and litigation for women. 2)      Women are socially deterred from accessing the judicial system. 3)      Formal and informal justice systems are perceived as gender biased/ discriminating against women. 4)      Limited impact of CSO advocacy on women’s rights and access to justice.       2. OBJECTIVES: The internal midterm review (MTR) of WAJ II project is a process-formative review designed to identify concrete recommendations as to where mid-course corrections or improvements at regional and country level may be required, and to support cross-programme learning. Process evaluations look at what is being done by a project, for whom, and in what way in an effort to gain an in-depth understanding of the functioning of a project. Additionally, process evaluations are used to identify where improvements might be made to projects’ design and delivery, and can also support decisions about whether a project should be replicated or expanded.    The MTR is scheduled to take place between June and September 2016. For this midterm review, two consultants are needed; One consultant for Mount Lebanon and the other for Tripoli.   This midterm review is a stand-alone study that will respond to the following questions:   -          Degree of meeting the project outputs. -          Strengths and weaknesses in project implementation (e.g. project management, coordination and staff). Develop recommendations and identify areas that need improvement. -          Promote cross-learning among Oxfam and Partners.   The Internal Mid-Term Review (process evaluation) will look at the project activities implementation and using the results of these activities to conduct continuous quality improvement therefore it will specifically look at the following:   Process Effectiveness:  -          The rights-holders/beneficiaries: Quality, accessibility, availability, affordability, timeliness …. -          The partnership:  Oxfam’s added-value, partner capacity, management structures, human resources, external changes.( To look at CB plans not only set with Oxfam but other partners too). Process Efficiency: cost efficiency– timeliness – alternative processes, towards set progress plans. Process relevance: Assess the relevance and appropriateness of project activity in relation to targeted stakeholders. Accountability: Assess the level of access of target groups and stakeholders to feedback and complaints mechanisms and information sharing systems against Oxfam (Oxfam social accountability policies); Learning: To support cross-project learning and innovation.   The MTR report shall also constitute the basis of the Midterm project regional partners workshop scheduled under the WAJ II project for September / October 2016.     3. SCOPE & SUGGESTED METHODOLOGY   Both qualitative and quantitative research methods (mixed method) will be used in this process evaluation with emphasis on qualitative methods that provide the more detailed, in-depth, language, context and relationship between ideas that best informs project process.  The following list presents the strategies used to collect process level information:   The review will assess the following period: 8th December 2014 – 8 June 2016.                                                                                                                                                                         Participants will be Project Managers, Project Officers and MEAL Officers/Focal Points of Oxfam and partners and stakeholders across the project outcomes.   Tools Sources Tripoli (LEB) Mount Lebanon (LEB) Focus Group Discussion Outcome 1 Women 2 2 Focus Group Discussion  Outcome 2 Women/Men 2 2 Focus Group Discussion Facilitators – Internal stakeholders 3 3 Key informant interviews Staff from Country Office and Partner 4 4   Table.1 MTR framework In total 5 days will be dedicated for data collection and an additional 5 days for data entry and compilation of data in the provided matrixes.   4. PROCESS AND PRINCIPLES   The MTR will ensure participation of the various involved staff by taking into consideration the following principles:   - Both the process as well as the results should be empowering to Oxfam staff, partners and stakeholders involved in the project and that will be achieved through their feedback and recommendations; - Allow for the meaningful participation of partners and stakeholders in the review process through engagement in all evaluation phases as described in the table .3 (Organisation of the evaluation); - Where possible, participatory approaches, such as Participatory Learning Approach that consists of ranking lists, interviews, data collection, and evaluation design - implementation. - Strongly facilitate cross-project learning and exchange by sharing information and findings of the evaluation with various stakeholders to inform on project status.     5. DATE AND LOCATION   The Midterm review will take place between July and August 2016 in Lebanon (Mount Lebanon and Tripoli).  Date will be confirmed after selection of candidate   6. KEY TASKS The main objective of the assignment is to lead on the MTR fieldwork through conducting Focus Group Discussions and Key Informant Interviews with relevant stakeholders as indicated in table 1. For the assignment, it is expected that the enumerator will consider completing the following tasks: Contact with Oxfam and partners’ teams to: Coordinate fieldwork preparation Review available resources for carrying out the data collection Ensure common understanding on the ToR Review the fieldwork implementation plan and matrix and provide comments: Fieldwork implementation plan and conducting fieldwork (Focus groups – Interviews) Coordination with country offices/partners on logistics Conduct data entry  (In English) Transcription of collected data Review and finalise data entry of qualitative and quantitative information based on feedback collected and field test findings. All data, qualitative and quantitative, collected through the assessment must be disaggregated by location, age and sex.   7. ENUMERATOR PROFILE   Good knowledge and extensive practice applying participatory approaches and qualitative methods to monitoring and evaluation. Good understanding of gender justice work and method for assessing changes related to the active participation and women leadership. Experience of integrating gender dynamics within participatory data collection. Relevant geographical experience in the Middle East, ideally including previous work in Jordan, Lebanon, Egypt, and Yemen; and familiar with the reality for women in the Middle East. Ability to communicate fluently in English and Arabic and write reports in English.
