Middle East Human Resources Coordinator

ACF, an International NGO, is looking for a Middle East Human Resources Coordinator, for its regional team. The position is based in Amman with regular trips in the region.  MAIN RESPONSIBILITIES The Middle-East Regional HR Coordinator will support the missions for a more effective HR strategy by improving ACF sourcing, by creating a regional internal roster of executives and by promoting training opportunities at regional level. S/he will also act as a facilitator / liaison officer if needed. DETAILED OBJECTIVES AND TASKS Develop ACF visibility and support missions on regional recruitment Support Country Offices the most urgent needs in terms of -staffing and develop an innovative sourcing strategy to boost job vacancies identification of performant sourcing mechanism : websites, paper, other; Publication of ACH-Spain and ACF-F vacancies– link with recruitment team in HQs; Create a network of universities at regional level (identification of the relevant universities, look for internship opportunities, introduction of ACF, publication of relevant vacancies on the job boards… Create a roster of executives/experts and promote regional internal mobility With the support of HR Coordinators at mission level and HR Advisors at  HQ level, identify candidates for regional expatriation and prepare internal mobility in coordination with both HQ recruitment teams; With the support of HR Coordinators at mission level and HR Advisors at  HQ level, identify executives/expert who could be deployed regionally for emergencies on short term assignment; Identify secondment opportunities for capacity building purpose; Create a mapping of legal constraints to prepare potential deployment of staff Establish protocols for staff exchanges between MERO Country Offices; With the support of the MERO Coordinator at mission level and HR Advisors at HQ level, create a protocol of activation of the Roster and for the dispatching of the participants. Create and promote regional training opportunities Support in preparing regional workshop Lead regional induction session for the missions Work in concert with HR coordinators to identify existing gaps in terms of technical competencies at country level In coordination with the technical experts from the MERO and both HQs, propose targeted trainings for mid-level national staff Identify and validate external training centres  Facilitating flow of information  DO YOU FIT THE REQUESTED PROFILE ? You hold a degree in Human Resources, Business Administration Management, Social Sciences or Industrial Relation and you have a minimum of 3 year’ related experiences in in international, regional and national HR. Experience in tools development and HR policies design. You have also an experience of providing an HR service to a multi-site operation and experience of delivering and developing training and capacity building and you like to write professional human resources policies, procedures and guidelines. You are proficient with MS Office and you are recognized for your strong analytical skills. Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances are necessary (including possibly remote management).
