Livelihoods Head Of Project

MAIN RESPONSIBILITIES Implementation and monitoring of food security components of ACF response to the Syrian crisis in Lebanon, Bekaa valley, ensuring that objectives are met through the effective and efficient implementation of food security and livelihoods interventions, as well as capacity building support to ACF stafff and supporting the design of new food security and livelihoods interventions of ACF. KNOWLEDGE, EXPERIENCE AND SKILLS Desirable knowledge in agriculture, value chains, market analysis, cash based interventions, food security and livelihoods. Good understanding of the country context, good context analysis skills 2 years experience in working in management position in humanitarian and development organizations, previous experience with Food Security and Livelihoods departments and previous experience in livelihoods programs is a plus Good team worker, good listener, high communication skills Good skills in MS Word, Excel, Outlook and with smartphones DETAILED OBJECTIVES AND TASKS Objective 1 : To ensure timely and quality implementation of livelihoods activities To design the beneficiary selection process under the supervision of MEAL and FSL coordinators and to ensure quality and timely implementation of the selection process *** To prepare a workplan for the program and make sure that the program activities are implemented in respect to the workplan *** To ensure monitoring and evaluation plan of the program is effective and functionning both for direct and indirect results of the action *** To provide guidance to the supervisor in weekly planning of the activities (imput distribution, trainings, set up, maintenance, monitoring, reporting...) and to ensure these plans are in line with project workplan *** To set up and initiate a system to identify labour intensive work to support local agriculture sector *** To deliver market maps on agriculture sector with the supervision of FSL coordinator *** To provide verbal and written reports to direct and functional managers on the agreed frequency. Objective 2 : To support other humanitarian activities of ACF upon request of the Head of Base To support the emergency interventions of ACF upon request of the HOB *** To support ACF assessment and monitoring activities of ACF upon request of the HOB *** To provide verbal and written reports to direct and functional managers on the agreed frequency. Objective 3 : To promote the comprehenstion of food security in the intervention area To collect and evaluate information on food security and the living conditions of the populations *** To identify the needs of the most vulnerable populations *** To identify the needs of the vulnerable local population *** To propose how to meet these needs *** To actively coordinate with other food security and livelihoods projects of ACF in Bekaa *** To represent ACF in regional working group meetings in line with ACF Lebanon strategy and under the supervision of the Head of Base and FSL coordinator *** To represent ACF in FSL meetings with national NGOs, national institutions and international organizations under the guidance of direct and functional managers *** To deliver a short report (1-2 pages) reflecting the FSL situation in targeted area with proposed solutions every quarter Objective 4 : Team management Ensure the HR procedures and documentation are implemented and followed (attendance, leave, appraisal, recruitment, disciplinary actions...) *** Assess the capacity of the team on a regular basis, suggest and conduct trainings and propose new recruitment whenever required *** Initiate disciplinary actions whenever required and provide adequate support to HR department *** Ensure the team members are trained properly and performing duties according to the procedures ** * Supervise the supervisor (and indirectly supervise the field officers), assign objectives and plans of actions and control the quality of the work on a regular basis Objective 5  : Security Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols ** Communicate to the security managers of the working location any security related information or non-compliance with the security plan Objective 6 : Others Respect ACF Charter and Internal rules *** Be committed to participate to any other work assigned by your line manager in order to achieve the project goals *** Support emergency interventions, as per the employee's capacities ** Support any activity that helps achieving ACF humanitarian goals, as per the employee's capacities
