Job Summary
Livelihoods Team Leader, with the guidance of the Livelihoods Programme Manager, is responsible for implementation and management of Concern’s Livelihoods projects in Akkar and North Governorates in Lebanon. The livelihoods programme aims to strengthen the resilience of refugees and host communities impacted by the Syria Crisis.
The role will primarily focus on, but not be limited to supporting the livelihoods team in:
Improving agricultural value chains and marketing.
Training farmers and introducing sustainable farming practices.
Support to income generating activities including business training.
Supporting youth with vocational training and finding employment.
Work with Micro and Small Medium Enterprises to generate employment opportunities.
Socio and economic empowerment for women.
Duties and Responsibilities
General
a) Work towards the successful implementation of the Livelihoods programme. Understand the objectives and elements of the programme including logframes timelines and budget allocations.
b) Contribute to the planning and scheduling of programme activities.
c) Comply with all Concern administrative procedures in relation to project management procurement and contract administration and ensure Donor regulations are adhered to.
d) Prepare or assist in the preparation and maintenance of all necessary reports and databases including collection of monitoring & evaluation (M&E) data, donor reports, monthly activity reports and projections.
2. Specific responsibilities for project implementation
a) With the Livelihoods Programme Manager, coordinate livelihoods project activities with different livelihoods stakeholders including local partners and line Ministries and maintain good transparent relationships with them.
b) Liaise and coordinate with Concern’s education, protection and WASH teams as required on the different integrated projects.
c) Develop weekly, monthly and quarterly work plans and ensure follow up of plans.
d) Supervise Livelihoods programme staff’s daily activity in the field and in the office.
e) Evaluate the staff’s work performance in accordance with Concern’s administrative procedures.
f) Assist in carrying out livelihood/market assessments as required.
g) Provide ongoing technical assistance to the programme staff as required.
h) Provide training, mentoring and support to local stakeholders and partners as relevant in order to strengthen local capacity and sustainability.
i) Participate in Livelihoods sector working groups and task forces on Governorate and national level as required.
j) Assist Livelihoods programme Manager in the budget planning, revision and management on a regular basis in coordination with the Finance team to ensure that the Livelihoods programme expenditure is accurate.
3. Adhere to Concern’s Program Participant Protection Policy (PPPP) and Concern’s Code of Conduct;
4. Support and promote Concern’s Program Participant Protection Policy (PPPP) and Concern Code of Conduct to Livelihoods programme team, partner organizations and beneficiaries;
5. Fulfil other tasks as requested by the Livelihoods manager.
Skills, Qualifications, Experience and Attitude Required
Degree in Agriculture, Business studies, Economics, Management, or related qualification with relevant experience.
At least two years’ experience of working in an NGO or UN agency in a management position focused on livelihoods or community development or humanitarian assistance or similar work.
Experience or good knowledge of values chains, good agricultural practices, business and income generating activities, vocational training, private sector and working with partners.
Demonstrable team leadership and supervisory skills and ability to foster team spirit.
Strong organizational skills and able to coordinate and manage a diverse array of activities.
Willingness to live in the Northern governorates of Lebanon.
Proven coordination and networking skills with a variety of stakeholders.
Experience of managing assessments and surveys.
Excellent communication skills, including training and facilitation.
Excellent computer skills, including Microsoft Word, PowerPoint and Excel.
Diplomacy, assertiveness and cultural sensitiveness.
Fluency in English and Arabic.
Willingness to have long working hours and travel to field sites when required.
