Première Urgence – Aide Médicale Internationale is a not-for-profit, non-political and non-religious NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. PU-AMI’s involvement in the Syrian Crisis is strong, with a wide range of programs implemented in most of the countries affected by the conflict.   PU-AMI’s main objective in Lebanon for the years 2015/2016 is to provide a protection-based holistic response, covering the basic needs of refugees and host communities in Beirut, Saida, Mount Lebanon and Akkar districts.   A multi-sectorial portfolio of activities (Psychosocial, Education, Health, WASH, Food Security, Infrastructure, Shelter Rehabilitation and IS/CS Management - Protection) is addressing refugees and host population’s vulnerabilities, by enabling individuals and communities to achieve respect for rights in safety and dignity.   PU-AMI is also seeking more sustainable and cost-efficient modalities of implementation, mainly by building partnerships with local organizations and existing public entities, which will contribute to bridge the humanitarian assistance delivered to refugees with specific community support projects, in order to strengthen the social cohesion between communities.   Consequently, PU-AMI’s 2015-2016 Country Strategy is based on 2 programs: -        A Humanitarian Assistance Program: providing a protection-based humanitarian material assistance and services to the most vulnerable refugees and people affected by the Syrian Crisis. -        A Resilience Program: developing and strengthening community-level infrastructures as well as supporting household-level economic empowerment and well-being, with regards to specific poor and vulnerable groups, including women and people with disabilities.   POSITION GENERAL INFORMATION   Position: Team Leader Component: Shelter/WaSH Based in: Beirut   Supervision   Under the direct supervision of:          Shelter/WaSH Project Manager Under the indirect supervision of:      Field Coordinator Supervision of:                                               Senior Field Officers, Field Officers, Field Workers, Community members, Daily workers, Contractors Under the overall supervision of:        Field Coordinator OVERALL MISSION   General objective   Under the direct supervision of the Shelter/WASH Project Manager, the Shelter/WASH Team leader is responsible for the qualitative, quantitative and timely implementation of the Shelter/WASH activities. He/she coordinates and monitors the work of all Field Officers/Workers dedicated to these activities and he/she is responsible for a qualitative and regular monitoring on various components of the project. The Team Leader is requested to spend the majority of his/her time in the field and to directly implement the activities with the rest of the team.   Responsibilities and tasks   1.   Activities implementation -     Take part in the technical assessment, design and implementation of all program activities -     Guarantee the implementation (daily and weekly) of the field activities implemented by the Field Officers/Field Workers -     Directly implement and follow up with certain activities as agreed with the PM -     Supervise Field Officers/Workers and any potential contractors and ensure a follow-up of the different activities, following the agreed planning and guidelines -     Guarantee that International Minimum Standards for Shelter and WaSH are applied in the activities implementation -     Ensure that all measures have been taken and rules followed to ensure security on-site -     Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions -     Support and participate to the other activities of the Shelter/WASH team when required   2.   Assessment, Monitoring & Evaluation of activities -     Assess regularly the Shelter and WASH situation and determine population’s needs -     Monitor the work of suppliers to ensure the respect of the contract specifications -     Collect any additional relevant information from communities or partners whether requested by the Project Manager or the Field Coordinator -     Ensure that implementation monitoring data are gathered regularly by the Field Teams and in accordance with the Monitoring Tools shared by the Project Manager and IM Officer -     Ensure that implementation monitoring data are given to the IM Officer on a daily basis   3.   Community mobilization -     Ensure communication between PU-AMI and the Communities regarding the implementation of shelter activities -     Mobilize and encourage Communities to participate in activities -     Organize meeting with Communities and get feedback about activities conducted   4.   Team Management -     To supervise the Shelter/WASH Officers/Workers, ensure they implement  the Shelter/WASH activities and guarantee they respect deadlines, plans and quality standards -     To manage attendance and leaves  for Shelter/WASH Field Officers /workers in respect to HR policies and guidelines -     In coordination with the PM facilitate/organize Team meetings -     Regularly monitor Shelter Officer’s work by constantly visiting the areas of intervention -     Solve team conflicts and ensure team building. Report issues and concerns to the Project Manager -     Collaborate with the PM in conducting appraisals every six months with each Shelter Field Officer/Worker   5.   Capacity Building -     Provide guidance to new Shelter Field Officers/Workers on the activities implemented in the framework of the project. -     Flag training needs of the Field team and propose training session to the Project manager -     Support each Shelter Field Officer/Worker in improving his/her performance   6.   Reporting -     Guarantee the collection of data on a daily basis and make sure that each FOs/FWs provide the IM Officer with all relevant information -     Report immediately any delay, problem or other relevant information to the  Project  Manager -     Report on activities as requested by the Project Manager   7.   Logistics & Administration -     Ensure the follow-up and the proper use of materials and tools used during on-site works -     Manage the supply of items to the work site in collaboration with the logistics department -     Communicate timely needs to Project Manager in order to develop POs/PRs -     Implement daily worker payment and/or beneficiaries payment in coordination with the Project Manager/Admin Department -       Inform the Project Manager on security incidents   The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.   QUALIFICATIONS   Mandatory requirements Language skills: Fluent in Arabic (speaking/reading/writing), Good English skills (speaking) Education degree: Baccalaureate/University degree in civil engineering preferable, or good knowledge in construction works Work experience: 2 years’ experience in a similar position (NGOs/private companies) in Shelter/WASH Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook) , knowledge of AutoCAD is a plus Other: -          Valid driving license (1 year minimum) -          Knowledge in Shelter and construction works -          Good management and pedagogical skills -          Good knowledge of Beirut and Mount Lebanon Governorate, willing to travel a lot locally and valid driving license -          Excellent communication and diplomacy skills to manage relationship in potentially tense situations   Assets Other  knowledge: -       Good leadership and communication skills Interest: -       Strong motivation to help people in needs -       Understanding of the political situation in the area Transversal skills: -       Well organized -       Conflict resolution and diplomacy experience -       Ability to analyse and suggest improvement -       Ability to take initiative to deal with difficulties encountered in daily work -       Ability to adapt or change priorities according to the changing situation within a mission or the organization itself -       Autonomy, neutrality, hard worker -       Able to manage stress and pressure
