Senior M&e Officer- Baladi Program

The Senior M&E Officer is responsible for carrying out assessment and monitoring activities with a view to determine benefits of the program and how they influence the lives of targeted, Lebanese communities. She/he will help conduct a baseline survey and train of staff, conduct survey and monitoring missions.  The Senior M&E Officer will ensure to monitor program indicators and plan with the GACM team activities to reach the indicators. She/he should also ensure monitoring projects, conducting evaluation of projects performance, with the concerned departments come up with lesson learnt and recommendations   Duties: Establish a framework and templates for narrative reporting on project and related developments, including biweekly and quarterly narrative reports Develop M&E action plan and activities for each of the projects and ensure their implementation Prepare a monitoring and evaluation plan, and measure the impact of the program against objectives and indicators throughout the life of the program Travel to all areas of work and carry survey and or monitor improvement of projects and conduct both individual as well as focus-group interviews in target areas of work Review project reports and written briefings/presentations according to schedule and as required, and ensure the inclusion of lessons learnt for improving efficiency and effectiveness of project implementation Provide analysis and reports on assessment and monitoring survey to PD/DPD/GACM Oversee the design and operation of databases for the entry and analysis of survey data Manage the development of surveys for assessment and monitoring purposes Support the development, maintenance, and updating of a results-based monitoring and evaluation framework and methodology, including baselines, targets and Key Performance Indicators (KPIs), as per the approved M&E Plan Set in place the Monitoring system required to track the approved indicators on a regular basis Liaise with beneficiaries and grantees on implementation of M&E obligations and assess compliance with policies and procedures of evaluation Provide training in assessment and monitoring methodologies to relevant staff Follow-up on the evaluation results, including monitoring actions taken by all stakeholders Contribute to all relevant project deliverables In coordination with head of departments, develop and finalize narrative reports or written deliverables ( Quarterly/annual/or other) Provide regular briefings to project team, especially focusing on the monitoring and evaluation approach, and approaching team members for contributions Prepare the scope of work of consultant/consulting firm that will be hired to perform M&E related tasks.
