PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. For more details on the association: http://www.handicap-international.org Handicap International is composed of 2 operational divisions: Humanitarian Action Division (HAD) Development Division MISSION CONTEXT The Humanitarian Action Division in Lebanon started in April 2012.  The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done through 4 outreach teams (composed of one social worker as case manager and one physiotherapist supported by 2 psychosocial teams (psychologists and/or psychosocial workers) and trough 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). The current phase will be focusing on the transfer of HI activities to local partners and on the development of the inclusion component. GLOBAL OBJECTIVE OF THE POSITION Under the line management of the Field Coordinator, the Liaison Officer is responsible for Context monitoring of the Emergency Response Department intervention in the Bekaa: Contextual situations follow-up in Bekaa Gathering and compilation of humanitarian information, Building and maintenance of a strong and impartial network under strong monitoring of Field Coordinator Follow up of the security situation in Bekaa and implementation of security management tools and policies in order to ensure the security and safety of the HI teams on the field Participation in coordination meetings at base level Participation to external meeting upon request of the Field Coordinator Monthly reporting and capitalization of contextual and security documents External communication documents  WORK RELATIONSHIPS Line manager: Field Coordinator Line manager+1: Emergency Coordinator In direct cooperation with: Logistic, Admin, M&E and Project Managers + fleet officer + Project Officer. RESPONSIBILITIES & OBJECTIVES Objective 1: Context follow-up Activities/Main duties: Mapping of actors intervening in the humanitarian response in Bekaa; Gathering and compilation of humanitarian and context information (number of refugee population, sectors update, etc.); Redaction of press review on the security, political, economic, humanitarian situation; Write all reporting (internal and external) that is related to the context; Propose and implement any humanitarian assessments following approval of the Field Coordinator; Alerting the Field Coordinator without delay of all security incidents or threats which could have an impact on personnel’s security and/or HI’s affairs: Ensure the follow up of the incident under close supervision of the Field Coordinator and writes up incident report to this effect if relevant; Providing the weekly security update during coordination meeting or ad hoc meetings; Providing a global and specific analysis of the security situation in Bekaa; To ensure the capitalization and necessary reporting as regard to context analysis (Contact list, external meeting follow-up, security matrix, monthly sitrep, etc.); Together with the Field Coordinator creating, implementing and following up of security management tools: security trees, security information follow up, mapping, etc.; Briefing new staff on the security management in Bekaa (security plan, SOPs, etc.); Providing refresher briefing when necessary to the staff on the existing SOPs; Together with the Field Coordinator ensuring the respect of safety precautions and regulations; Conducting security assessment upon Field Coordinator request; Together with the Field Coordinator ensuring a close coordination with the logistics department: intervention in case of incident, check of the security standards, communication and transportation means; Together with the Field Coordinator tracking with the team on the field (inter-bases movements) – rotating weekly. Objective 2: External communication and participation to the representation of the association Activities/Main duties: Representing Field Coordinator towards local authorities (Cazas, City Halls, etc.) at zonal level in the respect of the organization image and principles; Ensure the representation toward local authorities in order to ensure full transparency of HI activities in the country and to obtain all agreements necessary for the integration of HI’s programs in the local context; Participating in external coordination meetings upon request; Arranging meetings between Field Coordinator and local partners and stakeholders (hospitals/specialized centres/private clinics, local organizations, international organizations, etc.), as well as replacing Field Coordinator at these meetings in his/her absence; Issuing minutes of meetings; Passing information to local partners concerning HI’s activities whenever required. Objective 3: Ethic and professional practice Activities/Main duties: Respect beneficiary confidentiality. Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies amongst the teams or partners; Address needs and requests in a professional way; Report any incident or act that causes any harm to beneficiary or to others; Participate in the different activities that are common to all team members; Respect each team member’s positions, work, and specialty Adapt to special situations or demands from supervisor (reporting, etc.).
