ASSABIL, Friends of Public Libraries, is a Lebanese NGO that has been working for the promotion and creation of public libraries in Lebanon since 1997. Today, ASSABIL is directly managing three municipal public libraries of Beirut (a 4th one is forthcoming), one mobile library and supports a network of public libraries throughout Lebanon with book donations, training, activity programs and expertise. ASSABIL’s Resource and Training Center is offering its library, materials, publications and exhibits for public libraries and schools free of charge. ASSABIL is also organizing a variety of cultural events, including the yearly Horsh Beirut Festival. Currently, ASSABIL is searching for a consultant accountant who can work up to 5 hours per week at Assabil office in Ras el Nabeh and knows how to use ORACLE accountancy system.

Job Responsibilities
Provides financial information to management by researching and analyzing accounting data; preparing reports.
Accountant Job Duties
General NGO accountancy:
Prepares asset, liability, and capital account entries by compiling and analyzing account information.
Studies the donors contract thoroughly and takes all necessary accounting decisions
Meets with donors’ financial managers to be sure the right accounting procedures are followed
Documents financial transactions by entering account information.
Reconciles financial discrepancies by collecting and analyzing account information.
Recommends financial actions by analyzing accounting options.
Prepares payroll and calculation of taxes, VAT declarations
Summarizes current financial status by collecting information; preparing balance sheet and general ledgers, bank and cash reconciliations, profit and loss statement, and other reports (reports on income and expenses by donor and budget lines as required by the donors - prepares monthly and annual reports that are in line with state and donors requirements, and any other financial report requested by the management)
Substantiates financial transactions by auditing documents.
Secures financial information by completing data base backups.
Maintains financial security by following internal controls.
Counseling and guidance:
Maintains accounting controls by preparing and recommending policies and procedures that are in line with donors and state requirements.
Guides accounting clerical staff by coordinating activities and answering questions.
Answers accounting procedure questions by researching and interpreting accounting policy and regulations.
Complies with local financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions.
Other requirements
Maintains workplace confidence and protects operations by keeping financial information confidential.
Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
Accomplishes the result by performing the duty.
