Senior Inclusive Livelihoods Officer / Regional Mission

Six major International NGOs already responding to the Syria crisis, including Handicap International, have come together to form a Livelihoods Consortium, to collectively improve both the quantity and quality of the response to addressing livelihood needs. HI is seeking motivated Senior Inclusive Livelihoods Officer (SILO). Under the line management of the Inclusive Livelihoods Manager (ILM), the position ensures smooth implementation of inclusive activities within the Central hub of the consortium.  The SILO will manage 3 staff members within the central hub (1 inclusive livelihoods officer and 2 social workers), who will in turn support consortium partners. As such, the SILO needs to set-up efficient relationships within the Central region, ensure good coordination and develop adequate communication and monitoring mechanisms, not only within HI teams but with management staff of consortium partners in the Central Hub. In addition, there will be linkages with a Community Safety Advisor to ensure risk education/mitigations activities are considered in livelihood implementation areas.   ACCOUNTABILITIES Line manager: Inclusive Livelihoods Manager (ILM) Line manager+1: Inclusion Coordinator (IC) Team managed: 1 Inclusive Livelihoods Officer (ILO) and 2 social workers (SW) Transversal links: 3 SILOs in other hubs HI Community Safety Advisor (Amman based) Area coordinator and middle management of consortium partners in Central Hub   MAIN TASKS 1.    Support to Central Hub Collaborates with 1 Inclusive Liveilhoods officer and 2 social workers to ensure timely and quality project implementation to meet age, disability and gender inclusion target. Lead for Central Hub on assessment of barriers and facilitators, for access of livelihood services, for women/persons with disabilities.  Coordinate regularly within hub to identify training needs (HI staff and partners), problem-solve recurrent issues and keep information flowing, and update the inclusion manager/coordinator regularly. Support the ILM/IC to organize regional meetings (skype or face to face), such as: introduction workshop to project, staff trainings, reviewing lessons learned, etc. Train ILO/SW on tools for project implementation (monthly/yearly action plan) and technical tools, as needed for their specific hub/context. Ensure referral mechanisms within HI projects (PSS, Rehab, MRE) are followed for Central hub. Support ILO/SW to meet needs of partners in Central hub by answering questions/training needs of local CSOs and implementing partners, on inclusive livelihood. Monitor the overall implementation of stakeholder engagement plans in Central hub. If possible complete support missions to Central hub for quality assurance and support. Fill M&E tools for Central hubs, summarize and report to ILM. Put forward ideas and recommendations for improvements. Participate in project launch plan, midterm and final evaluations.   2.      HR Management for Central Hub Manage staff recruitment, in consultation with Inclusive Livelihoods Manager. Management or functional link with 3 staff of Central hub. Prepare induction process for new staff and ensure appropriate training/support is provided. Support the implementation of self-care policies for HI staff and duty of care policies for partner staff in each hub. Conduct staff evaluation and address HR issues that arise.   3.      Capitalisation Archive and share all necessary tools and documents adapted to central hub with IC. Ensure regular collection of stories/data on lessons learned on inclusive livelihoods, from central hub to ILM/IC.   4.      Reporting and representation Contribute to the monthly "Situation Report" and to project reports, as needed Represent HI in coordination mechanisms in Beirut, as needed. Communication with middle management of consortium partners at Central Hub, in close coordination with the Inclusive Livelihoods manager - avoid duplication/gaps in communication.   Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

Education and experience:
• Bachelor’s Degree in Occupational therapy, physical therapy, social work, or other relevant field
• Project implementation skills- minimum 1 years experience implementing humanitarian projects at officer level
• Computer literacy
• Staff management and support experience

Languages:

JOB CONDITIONS
• Remuneration: according to Handicap International salary grid
• Starting date: June 2016
• Duration/ Type of contract: 6 months renewable - based on a timeline project
• Travel: this is a mobile position. You should expect to spend 10-20% of your working time travelling to relevant locations in the Middle East.
