Project Background
The purpose of the project is to provide assistance for Syrian refugees in neighboring countries and for their hosting communities.
The project aims to improve the prospects of the target group by creating employment, stabilizing income and improving livelihoods. The main focus of the project activities will be on the creation of income opportunities, vocational training and re-training, also in view of the reconstruction needs. The project will also support other interventions which contribute to the goals of stabilization and resilience, e.g. the provision of housing, improvement of municipal infrastructure and social protection schemes.
Beneficiaries are refugees and host communities, the approach will focus a) at improving the socioeconomic perspectives of refugees and b) reducing the burden on host communities, mainly regarding public (communal) service provision, the (informal) labour market, the housing market, the education sector, etc.
Key Responsibilities
1) During establishment phase
- Assist the Chief Operating Officer (COO) of the Fund in the set-up of physical structure in Lebanon
2) During standard/ routine operation
- Manage local representations in Lebanon
- Facilitate operation in Lebanon, e.g. preparation of projects, monitoring and evaluation of ongoing projects
- Liaise with and access to local Implementing Partners under the guidance of the Management Team
- Report regularly to the Management Team, specifically to the Director and Chief Operating Officer
- Provide expertise on current political, economic and social developments, other donor activities, security issues, etc.
- “Market” opportunities to eligible local Implementing Partners
- Acquire new eligible Implementing Partners and eligible project proposals
- Provide logistical support (transport, office space, etc.) to Management Team, if necessary
- If necessary, accompany missions of the Management Team, the Director and other relevant stakeholders
- Recruit, guide and direct required support staff
Required qualifications:
Professional education
At least Masters Degree
(preferred a relevant Master’s degree, in particular Industrial Engineering, Economics, Banking & Finance, Business Management or International Studies)
Professional experience (beginning with first job after professional education)
Min. 10 years (preferred more than 15 years)
Relevant project experience
- Professional experience in project cycle management in the related field of development cooperation in the target region
- Experience in working with major international donor organizations, governmental entities and NGOs
- Thorough knowledge of the political, economic and socio-cultural context of the target region
At least 3 Projects (preferable more than 5 relevant projects)
- Each with a total input of at least 6 expert months
- Total contract value 1 Mio. USD or more
- Implemented during the last 15 years
Working experience in developing countries other than the project countries (= other than Lebanon, Turkey, Iraq and Jordan)
At least 1 Project (preferable more than 3 projects)
- each with a input of at least 6 person months
Working experience in economic development related projects in the target countries (Lebanon, Turkey, Iraq or Jordan)
At least 1 Project (preferable more than 3 projects)
- each with a total input of at least 6 expert months
- Total contract value 1 Mio. USD or more
- Implemented during the last 15 years

English and Arabic Capability level “business fluent”
