Project Overview
Through the British Policing Support Project (2016-19) the United Kingdom supports the Lebanese Internal Security Forces (ISF) to meet the challenges to Lebanon’s stability and public safety. Key strategic elements of the British Policing Support Project (BPSP) relate to mainstreaming a Community Policing model, improving internal and external accountability, enhancing Human Rights and building the capacity and professionalism of the ISF.
Role
The Project Manager is responsible for managing BPSP Outputs in accordance with the three-year Project Plan. He / She will be responsible for the day-to-day activities of the Project and managing personnel, under the guidance and oversight of the Project Director. The post holder is responsible for ensuring the establishment of effective processes and SOPs to ensure effective and efficient Project management.
Responsibilities and Accountabilities
Project Management
Work to Project Director and Operations Manager in creation of Project Workplan and provide regular communication on Project progress.
Create and manage implementation of the Project Workplan in collaboration with Project Director and Operations Manager to steer project activity and monitor development of all component workstreams.
Advise on emergent strategic and operational matters that may affect Project delivery.
Effectively allocate Project human resources, including directly tasking, monitoring and evaluating the performance of (permanent) core staff, (short term) component staff and sub-contractors in support of the Project Director and the overall Project direction.
Supervise creation and implementation of Project Design, Monitoring and Evaluation Plan with the assistance of the Project Officer including lessons learned, quality measures and Key Performance Indicators.
Prepare monthly Project Sheets and ensure accurate completion of same.
Contribute to the preparation of Quarterly Reports and Embassy briefings to communicate progress and planned activities in consultation with the Project Director and the Operations Manager (UK Project Manager to be copied).
Play a primary role in the recruitment and selection of new personnel and induction into Project strategy, SOPs and processes.
Effectively allocate Project human resources, including directly tasking, monitoring and evaluating the performance of (permanent) core staff, (short and long term) component staff and sub-contractors in light of overall Project direction and goals.
Hold regular team meetings to ensure BPSP personnel remain up to date with Project strategy and developments ensuring minutes are shared with all relevant persons.
Task Key Implementation and Component Teams ensuring that they understand their objectives, have effective strategies and resources to carry out their responsibilities to the quality required and in accordance with the Project Workplan.
Identify interconnections and interdependencies between the different components of the Project and ensure synergies and complementarity between the different work streams.
Ensure proper configuration of systems to secure efficient document storage, access, confidentiality, version control, sharing and disposal.
Address issues of equality and diversity throughout the Project.
Monitor and evaluate core staff, providing guidance and opportunities for professional development, in addition to managing disciplinary action.
Financial Management
Oversee financial resourcing and apprise Project Director and UK Project Manager on Project financial expenditure, forecasting and identified risks.
Manage service/supplies/works contracts in consultation with Operations Manager and Procurement Officer.
Risk
Create a risk management strategy including contingency procedures in collaboration with the Project Director and Operations Manager.
Implement risk management strategy.
Maintain a close understanding of risks to the Project and staff, developing risk and issue register and associated risk management strategy where needed ensuring it is regularly updated and communicated to all members of the project team

Specific Job Skills: Highly effective communicator, ethical and responsible, well developed team-building skills, problem solving skills, committed to the Project and its vision with a strong work ethic. Leadership skills and technical competence in all aspects of major project management.
Literacy and Numeracy: Able to understand and utilize Activity Based Budgeting and excel spreadsheet data and competent business finance. Appreciation of procurement practices and procedures. Must be a very competent writer of business proposals project reports and general correspondence.
Communication Skills: Must be an excellent face-to-face and telephone communicator. Strong presentation, influencing and negotiation skills with proven ability to successfully build and lead a team.
Management Ability: Ability to plan effectively, communicate, lead a team and effectively manage multiple issues and risks. Evidence of problem solving, decision-making, resource management and leading change capabilities.
Essential Experience and Skills
A minimum of eight years’ experience in Project Management, including management of projects over $1m.
Experience in managing a diverse team.
Demonstrable experience in effective project management methods and techniques including financial and budgetary management and project cycle management.
Experience in risk assessment and management.
University degree, preferably in management.
Excellent written and spoken English.
Desirable Experience and Skills
Professional competency in Arabic.
Strong understanding of the Lebanese context and politics.
Active understanding of rule of law, security, justice and policing issues applicable to Lebanon.
Professional Project Management qualification (Association for Project Management or Project Management Institute, Level 7 Diploma in Project and Quality Management or certified PRINCE 2 Practitioner)..
High level of expertise in project management software e.g. Microsoft Project.
