Terms of Reference for consultancy
BACKGROUND:
Beirut office launched a project aimed at empowering youth to play a leading role in the development of their communities through the formation of youth municipal councils in three urban municipalities. These youth will take on the responsibility to implement and advocate for the provision of child and youth friendly spaces and services capitalising on the ample resources available at the city engaging local authorities, NGO’s and the private in supporting their efforts.
THE PURPOSE OF THE CONSULTANCY:
In the past period 30 individuals have been selected from each area representing youth groups organisations and participated in a three day training camp focused on topics of human rights, municipal law and advocacy to build the capacity of youth community members in accessing child friendly spaces and services and that by improving their knowledge, skills and behaviors to enhance their readiness and ability to achieve urban change in their areas. At the end of each of the three training cycles, a group of 15 youth has been elected to represent youth groups in the aspired youth municipal council. Following this phase a number of coaching session have been conducted for the three youth groups to support them in drafting the committees terms of reference that will be presented for all three municipalities for adoption in the coming period. Moreover, World vision Lebanon-Beirut office conducted a second capacity building training for the formed group and the program included topics of Needs Assessment, Project Management, Budgeting and Advocacy; that to empower the committee members and provide them with the needed knowledge and skills to be able to plan and implement projects that facilitate access to child and youth friendly spaces and services.
At this stage, World Vision Lebanon aims to coach the youth committees while they initiate the project design phase.
Expected technical deliverables:
The consultant will need to provide direct coaching for the 3 youth municipal committees [of Sin El Fil, Ain El Remaneh and Jdeideh] and support them in implementing the following:
Needs Assessments:
support the 3 youth municipal committees [of Sin El Fil, Ain El Remmeneh and Jdeideh] to develop needs assessment tools (Surveys, KIIs, FGDs etc)
Define the relevant sampling frame and methodology in close coordination with WVL team.
Support the data collection process.
Conduct the Data analysis.
Develop preliminary report of findings and share them with the youth
Develop a final report based on youth-led stakeholders validation of results and share the findings with WVL team and the youth groups
Facilitate the development of the youth committee’s action plan:
Meet, as needed, with the youth to develop the components of the action plan (including the prioritization of the issue, setting the objectives, timeframe and project’s budget.)
Finalize an action plan document and share it with various stakeholders and WVL.
Develop the project’s concept, fundraising and advocacy strategy
Support the youth to develop the project concept paper, project log frame and budget.
Support youth Develop Fundraising and advocacy strategy to involve local authorities and private sector as relevant.
CONSULTANT QUALIFICATIONS REQUIRED:
The Consultant should have the following competencies and experiences:
Experience in civic activism and advocacy mechanisms.
previous proven experience and knowledge in facilitating similar processes.
Previous experience in engaging with local and national governments.
Must be familiar with youth friendly techniques and approaches.
Excellent Arabic and English language proficiency.
DURATION OF THE CONSULTANCY:
The consultant will provide services for WVL as per agreed plan of work between the period of June and July 31st, 2016.
