Makhzoumi Foundation Context:
Makhzoumi Foundation is a private Lebanese non-profit organization, established in 1997. Our ultimate mission is to empower Lebanese citizens - through improving their socioeconomic status, healthcare provisions, and environmental awareness, and by encouraging their quest for education - thereby enabling them to independently develop and progress their local communities, and to subsequently enhance the country’s civil society on a national scale.
For the last four years, in response to the on-going refugee crisis in Lebanon, the Makhzoumi Foundation Relief and Humanitarian Services Unit has been working from our Beirut office to deliver emergency and recovery projects in Hygiene, Shelter, Protection, Health and Livelihood Recovery sectors. The Makhzoumi Foundation is now expanding its remit through a new partnership project with IRC and UNHCR to offer services under the Protection Sector. Makhzoumi Foundation will be working with IRC on their project providing psychosocial support, case management services and apprenticeship and CFW opportunities for Street and Working Children/youths in Mount Lebanon and Beirut.
Job Overview/Summary:
As part of a process of capacity building, Makhzoumi Foundation is seeking a Senior Apprenticeship and Community Development worker who will be trained to be responsible for overseeing the Street and Working Children’s programme livelihoods and income generation activities for Makhzoumi Foundation in the future. This worker will be trained to be responsible for the development, implementation, documentation and monitoring and reporting of the livelihoods and income generation activities, and for training and supporting other staff in the future once recruited. This includes setting up the Community Development activities in coordination with the Child Protection Street and Working Children Deputy Manager and Manager, Apprenticeship Officers, Psychosocial Support Officer, Senior Case Worker, Case Workers and Street Educators. The Senior Apprenticeship and Community Development Officer will also be providing ongoing supervision and support to the apprenticeship programmes directly implemented by the Apprenticeship Officers. He/she will oversee and support their work in liaising with employers, drafting contracts, overseeing job placements and supporting beneficiaries through employment placements through implementing agreements with employers and beneficiaries, organizing and implementing regular structured meetings where objectives and agreements are set.
Major Responsibilities:
Program development & Coordination
Work closely with the CP Street and Working Children Deputy Manager and Manager to develop project proposals, ensure financial processes comply with internal regulations, and prepare workplans and budgets for the livelihoods and income generation work (currently: Cash for Work/Community Development and Apprenticeship Program) done under the SaWC programme;
Close coordination with counterparts from other sectors to support in the development of the CFW/community development and Apprenticeship schemes in Mount Lebanon and Beirut.
Oversees appropriate documentation of the livelihoods and income generation work done under the SaWC programme;
Assumes responsibility in ensuring the team delivers quality services for street children and their families (apprenticeship and community development/cash for work);
Attend meetings in coordination with the Deputy CP SaWC Manager and Manager;
Maintain regular contact with NGO’s involved in the field of livelihoods and income generation, child labour and child protection;
Responsible for reporting on the livelihoods and income generation work done under the SaWC programme
Seek opportunities for close coordination between livelihoods and income generation work done under the SaWC programme and other programs (education, child protection, economic recovery, protection and women’s protection and empowerment);
Program development: Based on existing gaps in the system (both national and humanitarian), identify opportunities for program development, coordinate closely with the SaWC Deputy Manager and Manager on the development of new project proposals on the livelihoods and income generation work done under the SaWC programme
Community Development/Cash for Work
Establish the cash for work/community development project and ensure it meets the stated objectives;
Identify opportunities for cash for work community projects of skilled and non-skilled workers;
Identify beneficiaries for the community cash for work program and provide all relevant information to beneficiaries and stakeholders accordingly;
Refer cases which require additional support to the case worker for follow up;
Maintain all relevant documentation of the program accordingly, such as attendance sheets, MoU’s, training and development plans as well as other relevant documentation;
Coordinate on a daily/weekly basis with the case workers and street educators to ensure holistic support for families and children;
Monitor the progress of the implementation of community projects accordingly, conducting daily visits and maintain a regular presence on site to ensure smooth running of the intervention;
Coordinate closely and meet with relevant focal points from municipalities based on community project locations;
Coordinate with the Senior case worker and PSS officer to create parents group;
Apprenticeship Programs
Monitor the progress of the implementation of apprenticeship program accordingly, conducting weekly\monthly visits to the apprentices.
Ensure all the placements of apprentices are safe and under criteria of child protection;
Ensure apprenticeship officers enrol apprentices in a placement that have the ability to continue providing opportunities to youth in a sustainable manner;
Ensure that all documents related to the apprentices are filed appropriately ;
Overview for all the referrals that happened between PSS team and case management team with the apprenticeship officer;
Ensures that payment of beneficiaries is accurately processed;
Coordinated with ERD centre to find creative and new ideas and ensure apprenticeship officer refer cases there when needed;
M&E
Data collection and reporting: Coordinate with the SaWC Deputy Manager and Manager, M&E staff on M & E tools/data and program targets/lessons learned from other locations/interventions;
Perform data collection and data entry, support evaluation of the livelihoods and income generation work done under the SaWC programme.
Review the achievements and constraints of the livelihoods and income generation work done under the SaWC programme and provide feedback accordingly;
Consistently and proactively monitor/assess the safety and security of beneficiaries and employers and accordingly reports concerns/incidents to the security focal point and Deputy CP SaWC Manager and Manager;
Staff management (Future responsibility as team develops)
Management of 2 Apprenticeship Officers: Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
Support the teams in the execution of administrative, logistic and financial tasks in coordination with the
relevant departments (such as purchasing items, liquidating advances, filling in relevant documentation and records in a timely manner);
Other
Conduct weekly team meetings with the SaWC team;
Other duties as assigned by Deputy SaWC Manager and Manager to enable and develop programmes in the field

Position Reports to: SaWC Deputy Manager and Manager IRC.

Job Requirements:
BA in social Science, experience in environmental issues and waste management is desired;
Minimum of two to three years of experience in a related field of work;
Experience with participatory methodologies, monitoring and reporting;
Strong communication and interpersonal skills with children, colleagues and employers;
Ability to work under pressure, independently and with limited supervision;
Very good computer skills (Word, Excel, Access);
Fluency in written and spoken English and Arabic is a must.
Staunch advocate of child protection and child rights;

Experience working with Syrian, Dom and Turkmen communities
