ROLE PURPOSE:
Under the general direction and guidance of the Human Resources officer, the post holder shall provide support and guidance to the field office in all HR related matters. The Human Resources Assistant will work closely with Area Management and all Field Staff to assist managing the HR function in the Bekaa office. The HR Assistant will build awareness of the HR function at the field level and will be accountable for ensuring the implementation of HR policies and practices that are consistent with Save The Children and compliant with local labor regulations.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
Recruitment
Assist with the Recruitment Process for Regular staff in Bekaa office:
Contact candidates for interviews
Offer selected candidates
Conduct Reference checks and collect documents
Prepare contracts
Assist with the Recruitment Process for Non-Regular staff in Bekaa office:
Check received requisition forms
Select Panel Members for each recruitment
Shortlist CVs
Contribute with the panel members in the preparation of interview questions
Contact candidates for interviews
Represent HR Department in interviews
Receive and follow up on Recruitment Panel Report
Offer selected candidates
Conduct Reference checks and collect documents
Prepare contract
Inductions and On-boarding
Liaise with relevant departments for the logistical preparation for new joiners (ID, Email, Laptop, etc.)
Provide a copy of Employee Handbook to all new joiners
Employee Relations and Communication
Provide clarity on HR Policies and procedures to staff as required
Liaise with HR CO through all HR related processes
Request from HR CO different kinds of letters needed by staff (Salary certificates, employment letters, NSSF letters, etc.) and ensure that staff receive their letters on time
Learning and Development
Assist with the collection of Performance Appraisals and check their completion within the deadlines set by CO
Exit Procedure
Ensure that all leavers have followed the clearance procedure
Contact leavers to receive their final settlements and sign the release of rights
Data Management and Reporting
Constant update of non-regular staff lists
Update Child Safeguarding trackers and ensure that all regular and non-regular staff have attended the induction and signed the policy
Filing and documentation
Maintain an organized and updated filing system: personnel files, leaves, timesheets, recruitment documents, contracts,
Ensure original copies of all HR related documents are sent HR CO, while keeping copies in the field office
Leaves management
Maintain master leave database and ensure timely update of leave forms
Update leaves on monthly leave database tools
Ensure timesheets are submitted on time and checked on a monthly basis
Liaise with HR CO to check staff leaves balances
QUALIFICATIONS AND EXPERIENCE::
Human Resources Management degree or equivalent
Minimum 1 year overall experience in Human Resources
Experience of working within a NGO/development sector
Highly developed communication skills both written and verbal in order to establish effective relationships with a wide variety of internal and external audiences, including at a geographical distance.
Excellent time and space management skills
Maintaining confidentiality and documentation skills
Fluency in English and Arabic
Proven ability to work in a multi-cultural environment and respect local religions and culture.
The ability to work closely in a team, be patient, adaptable, flexible, able to improvise and work in an environment that is often stressful and potentially volatile.
