PORTFOLIO DESCRIPTION
The Common Space Initiative strives to strengthen the culture of knowledge-based dialogue and build common understanding on key national issues among policy-makers, stakeholders and experts in Lebanon, and at the regional and international levels.
The objective of the project is to better integrate local ownership, participation and local content in the Petroleum sector in Lebanon. This is achieved through increasing knowledge and capacity of local authorities on this subject, facilitating policy dialogues among all concerned stakeholders for the development of related frameworks and policies, and integrating the latter into national frameworks and strategies.
MAIN TASKS
Analyse laws and policies related to the governance of natural resources (not strictly limited to the Petroleum sector, but includes other sector like forestry, public maritime property, Water, etc.)
Analyse the various mandated institutions’ prerogatives and their interconnectedness related to the governance of natural resources and ownership, and highlight gaps in the existing legal and policy regimes and recommend areas of reform.
Conduct fieldwork studies to depict local authorities (with a focus on municipalities and Federation of municipalities) understanding on natural resources ownership concepts (public good, common resources, shared interests, etc.) and practices in Lebanon.
Develop policy papers and knowledge resources to local authorities on Natural resources ownership and governance in Lebanon based on collected data and research findings.
Take leadership role in conceptualizing and drafting brief notes, background papers and other in a close coordination with the project coordinator and the head of research
Participate in roundtable discussions, regional workshops and consultative meetings and draft comprehensive and analytical reports on the activities carried out.
Provide all the needed resources to the facilitation team and support in the preparation of all needed documents for the facilitation of the policy dialogues.
Support in the identification of external experts in the field to support the policy dialogue process
Support in the development of TOR for commissioned research, identify related experts and monitor closely experts’ deliverables and quality of work.
Follow up closely on the content development and editing of all related publication
Coordinate with the Shared knowledge coordinator and Language coordinate through the process of publication
Participate in all project meetings, ensure timely delivery of outputs and coordinate with partners and donors when needed.
