Contract Type & Level: Individual Contract – NO-B (For Lebanese candidates and international candidates who have legal status in Lebanon) Vacancy Announcement Nb.: VA-FPA-LBN-2016-01 Brief Project Description: UNFPA is one of several humanitarian actors engaged in a comprehensive programme to respond to the Syrian crisis. UNFPA’s main priority interventions consist of enhancing access to quality life-saving reproductive health services and information, and supporting prevention /protection/ response mechanisms and approaches related to gender based violence. UNFPA targets mostly women, girls, young people and other vulnerable population from within the Syrian refugees, the Lebanese hosting communities, as well as other affected population such as Palestinians displaced from Syria.    2.  Organizational Context: As UNFPA Lebanon Country Office continues to scale up its support to assist the refugees fleeing the crisis in Syria and/or already settled in Lebanon, UNFPA has a leading role in the coordination and implementation of programs to provide quality RH services, promote RH rights and to prevent and respond to gender-based violence (GBV). Since 2012 and until to date, UNFPA is co-leading the SGBV Task Force along with MoSA  UNHCR and in close coordination with protection partners. More so and since early 2013, UNFPA is leading the RH sub-working group.   About 80% of the Syrian refugees have been hosted in more than 1,750 Lebanese communities nationwide while the remaining are settled within Informal Tented Settlements (in the North, Bekaa, South and Mount Lebanon). UNFPA continues to work with the humanitarian community to meet the protection needs – namely SGBV- of those made vulnerable by the on-going conflict and forced displacement. UNFPA – along with other humanitarian actors – is guided by the Government response framework i.e. Lebanon Crisis Response Plan - LCRP) in fulfilling needs of the population affected by the Syrian crisis. Specifically, UNFPA identifies and engages relevant NGOs/INGOs for the implementation of activities in targeted communities. UNFPA maintains a strong partnership with the Social Development Centers of the Ministry of Social Affairs as well as the primary health care centers of the Ministry of Public Health particularly for capacity development and outreach related interventions. Partnership was also established with specialised departments of different universities for capacity development on life skills and psycho-social support. The number of partners is continuously expanding based on the need and existing capacities. UNFPA develops and implements its interventions in line with the LCRP/3RP framework as well as through evidence generated on the subject matter and which emphasizes the need for addressing specific interventions. Given the continuously increasing vulnerabilities of women and girls, there is a need to strengthen UNFPA’s role to address the increasing need for coordination, advocacy and support to GBV prevention and response activities. There is equally a need to enhance partners’ capacities in implementing GBV prevention and response activities supported by UNFPA.      3.  Description of tasks: Under the overall guidance and direct supervision of the UNFPA Assistant Representative of the Lebanon Office and with direct day to day support and coordination with the office team, the humanitarian Coordination and GBV Specialist provides overall coordination support as well as programmatic and technical support for development and implementation of a comprehensive multi-sectoral (where feasible) survivor-centred prevention and response Gender-Based Violence (GBV) programme. This would require close coordination, strategic partnership and expanded collaboration with various humanitarian actors - namely UN as well as with national/ international counterparts. This response includes a close cooperation with health/RH, psycho-social, protection and legal sectors to ensure that survivor’s needs are met. Close coordination will also be ensured with various coordination mechanisms with due attention to  the SGBV Task Force to ensure stronger linkages between the Task Force and other pertinent coordination mechanisms. The Specialist will work closely with the UNFPA team namely GBV, RH, youth and gender programme specialists as well as monitoring, communication and information management system coordinators ( for the regular and humanitarian programmes) to ensure complementarity within the various components of the UNFPA programme and coordinated technical support to various partners. He/she will also coordinate closely with the RH and Youth teams to reinforce the linkages between all programme areas and ensure that GBV issues are well addressed in the other interventions. Duties and Responsibilities:   Partnerships and Coordination Proactively participate in various coordination mechanisms (i.e. HCT, Protection/health/social cohesion working Groups, co-leads the SGBV sub-working group). Ensure inclusion of RH, gender/GBV concerns in joint UNCT missions, tools, frameworks, strategies, rapid assessments, etc Provide overall advise on the content, revision and update of the RRP/3RP/LCRP/other Liaise with UNFPA RO, regional hub and HQ units to share information, provide necessary updates and seek guidance as necessary. Identify and suggest new partners/experts based on comparative advantage and areas of expertise and who could be entrusted with implementation of various programme interventions – namely on GBV – to be supported by UNFPA and pursue conclusion of partnership Advise the UNFPA CO on emerging priorities that require further coordination and identify/suggest areas of collaboration with humanitarian agencies and national counterparts to address RH, HIV/AIDS, youth, gender and GBV issues in their plans, and programmes. Ensure an ongoing and timely flow of information within the humanitarian office team  Liaise with community organizations, faith-based organizations, and community leaders to increase their participation in the process of planning, monitoring and evaluating activities related to UNFPA’s interventions. Provide overall advise and support to GBVIMS Contribute to preparing donor progress and final reports (both individual and consolidated)   Contribute to meetings in-country with donors to discuss resource mobilization. Work in close collaboration with the various pertinent sectors and working groups (central and periphery) for promoting programme synergy and cohesion through contributing to action plans and sector strategies among others   Provide technical support in developing and implementing a multi-sectoral and coordinated GBV prevention and response programmes to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation. Ensure GBV response is being addressed within the overall gender equality and empowerment of women lens Provide leadership on the implementation of specific tasks namely in terms of revising, reporting, updating GBV related response interventions within the 3RP/LCRP.  Provide overall assistance and support for various advocacy related events and forums Represent UNFPA in various meetings and events as per request   Technical Support and Programming Coordinate and supports the coherent and effective implementation of the GBV components of UNFPA’s humanitarian response activities, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting. Develop an agency specific GBV logical framework aligned with UNFPA’s mandate and strategic plan, the SGBV TF priority settings, the 3RP/LCRP overall objectives, activities and indicators, as well as the national directives. The framework will factor in RH related areas. Collaborate with other stakeholders and partners, in Government institutions, the donor community and the civil society, to ensure mainstreaming of culture, gender and human rights in all population and development programmes and policies. Provide technical support to the country office, the UN and other partners aimed at capacity building and institutional strengthening on GBV related programme areas. Provide technical and strategic support for strengthening generation of evidence in support of GBV response namely through identifying need for data collection, preparing/reviewing concept notes, commenting on data collection tools and technical reports, and advocating for more coordinated programme interventions.  Provide overall advice and technical assistance on sustainability approaches and exit strategies for GBV response interventions Support and advises the country office management and builds knowledge and programming practices in relation to GBV through information sharing and facilitation of external and internal trainings aimed at multi-sectoral prevention and response. Prepare Terms of Reference for experts/consultants for specific tasks and assignments  Write (contributes to writing) proposals with focus on GBV response and supports resource mobilization efforts to support joint programming. Responsible for the overall coordination, design and monitoring of UNFPA’s humanitarian GBV programming.   Monitoring, Evaluation and Reporting Analyze and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools (internal and external ones) and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action. Supervise preparation by implementing partners of annual and other periodic work plans and monitors and evaluates progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps. Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels, and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities. Undertake regular monitoring missions and meetings with relevant actors including project partners in assessing the GBV trends, patterns and advises on the prevention and response strategies. Support development of rapid assessment tools to be adopted prior to initiating new interventions for identifying specific needs and after completion of the interventions to assess the impact, relevance, effectiveness and efficiency of the interventions. Contribute to development of best practice tool for capturing key achievements.    Contribute to annual, monthly, quarterly, sector reports, dashboards, etc with main focus on response to GBV Provide the media and communication associate with the relevant information, news, updates and best practices regarding GBV response program to be shared with the key partners and donors on the one hand and featured in various tools and channels on the other. Perform other duties as required.
