Role and responsibilities
The following is a brief description of the role.
The CSMC Distribution Assistant will work with NRC’s CSMC project in the Bekaa valley, where there are currently over 2000 informal settlements for refugees from Syria. The CSMC project involves working with residents of informal settlements to follow-up on gaps and needs in their sites, link them to service providers, and to improve assistance to the most vulnerable persons. NRC has received funding to undertake multi-purpose cash distributions to severely and highly vulnerable persons within the NRC CSMC areas of intervention. The CSMC Distribution Assistant will work with CSMC colleagues to sensitize the communities on the cash distribution project, and to identify and follow-up with the beneficiaries who will receive the cash.
Generic responsibilities
Ensure proper implementation of project activities according to NRC policy and regulations and respecting minimum donor requirements.
Collaborate with established refugee representatives and committees;
Assist the CSMC team in the implementation of information and sensitisation activities;
Support CSMC team in meeting regularly with the refugee representatives and assist them in organising meetings; facilitating minutes writing; sensitisation campaigns; information sharing; trainings etc.;
Ensure clear communication with beneficiaries, e.g.:
Handle any complaints and refer complaints to management and/or through established complaints mechanisms
Share appropriate information about the programme with potential or confirmed beneficiaries, local authorities, and the host community, and be available to answer related questions and concerns
Call potential or confirmed beneficiaries to give information about upcoming visits and distributions
Ensure all paper work is completed accurately, and filed in an organized archive
Maintain accurate and up to date records and reports, and be prepared to share these with management when required
Specific responsibilities
Assist the CSMC Coordinator/PM to plan for Household Vulnerability Assessments in areas targeted by the project
Conduct home visits to households of potential beneficiaries for assessment, verification, or household follow-up monitoring. Ensure accuracy of assessments.
In conjunction with the Project Coordinator and Project Manager, plan and assist with the facilitation of any activities or trainings related to the Cash distribution project, for example ATM card (or pin) distributions and ATM trainings
Refer any needs that are identified during home visits
Work with the Municipal Support Assistant for inclusion of Lebanese beneficiaries in the programme and to ensure appropriate sensitization of both host and refugee communities
Participate in any trainings or assessments required by the CSMC, WASH, ICLA, education or Shelter team specific for the project.
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
CSMC: all CSMC team members, but particularly those responsible for the areas of intervention targeted by this project
WASH: all WASH staff since this project will be implemented in areas with WASH intervention
Shelter: Coordinate on activities linked to shelter condition; where necessary, refer to Shelter for assessment to be included in Shelter SSU programme
ICLA: refer cases in need of ICLA support and coordinate on service mapping
Local Municipality: working especially with the NRC-supported Municipal Support Assistant
Local authorities, partners, donors and beneficiarie
The employee is required to respect the principle of strict confidentiality and the NRC Code of Conduct. The tasks and responsibilities might change during the contract period due to operational needs.
Competencies

Generic professional competencies:
Ordinary National Diploma in Social work or other relevant field
Minimum 1 year of relevant experience in working with cash distributions and household profiling for refugee response, protection and outreach
Training in protection and humanitarian principles (desirable)
Experience of working in the geographical area
Good English language level
Context/ Specific skills, knowledge and experience:
Good communication and interpersonal skills
Good cultural awareness and sensitivity
Highly approachable, trustworthy and understanding of the principles of confidentiality
Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
Knowledge of protection issues and programming
Good information analysis skills
Flexibility, both regarding job tasks and geographical area of work
