PROGRAM SUMMARY:   Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. The agency pursues its mission through emergency relief services, sustainable community development, civil society and economic development initiatives. Mercy Corps has been present in the Middle East since the 1980s and currently has offices in Yemen, Lebanon, Jordan, Syria, Iraq, Egypt and Libya. Working in Lebanon since 1993, Mercy Corps promotes economic development and increased opportunity for marginalized communities while responding to emergencies as they have emerged. Until recently Mercy Corps’ focus has focused on bolstering civil society and give voice to under-represented groups through the empowerment of young leaders. Recently, the country office portfolio expanded in response to the massive refugee influx from Syria, to address key needs like non-food items/winterization, water and sanitation, child protection, and capacity building.   The conflict that began more than three years ago in Syria has resulted in a steady increase in Syrian refugees to Lebanon, Jordan, Iraq and Turkey.  To date, more than one million refugees have fled to Lebanon, and the numbers continue to mount. All refugees who have entered Lebanon are staying with host families or in rented accommodation.  As numbers rapidly increase, humanitarian conditions are deteriorating.  The burden on host communities and the financial and emotional stress on refugees and their hosts is tremendous. Mercy Corps is responding to these needs by addressing urgent basic needs, child protection as well as the psychosocial impact of the conflict and displacement.  A growing programmatic focus is on mitigating the emerging tensions between hosts and refugees, particularly over economic resources, by addressing both livelihood opportunities and conflict mitigation capacity.   UNHCR recently calculated that approximately 34% of refugees have specific protection needs including women and children at-risk, and survivors of GBV. In response, Mercy Corps proposes a 12-month integrated WASH and Protection program aimed at addressing basic WASH needs and immediate protection/GBV concerns of approximately 53,000 of the most vulnerable Syrian refugees and Lebanese host populations (47% Lebanese, 53% Syrian refugees) in low income underserved urban areas and rural settlements in Bekaa and South Lebanon Governorates.   SUMMARY Mercy Corps is currently implementing GBV project in South and Bekaa Lebanon under these two objectives:   Objective 1: To improve knowledge of, access to, and utilization of gender appropriate Sexual & Reproductive Health and Rights services for 11,625 Syrian refugees and Lebanese host community members, including 9,500 children, 2,000 caregivers and 125 educators.   Objective 2: To reduce the risk of Gender Based Violence for Syrian refugees and Lebanese host communities, including women, men, girls and boys, in five cazas in Bekaa and South Lebanon, specifically through engaging 1,250 men and male youth   The consultant will be responsible to support in implementing activities and campaigns under GBV program as below:   GBV CONSULTANT DELIVERABLES     Activity Output Time Frame Tranche Meet SDC directors and Local Partners to agree on the details of the GBV Campaigns    Submit Final Report               19-04-2016 to 19-05-2016             20-05-2016 to 20-06-2016             21-06-2016 to 21-07- 2016                                                   Write Detailed Action Plans Write Action Plans that contain: Location, Involved Parties, Topic, Summary of the rationale & the idea behind the campaign, Messages to be Delivered, How to Deliver them, Date & Time.   Train Local Partners on GBV and on campaign preparations.   Prepare action plans for the proposed campaigns.   Train 50 men on specialized topics.   Lectures and preparations for campaigns and events.   Provide reports of accomplishments.   Prepare and plan GBV campaigns in all South and Bekaa Governorates.    Responsible for Consultancy, Technical Advising, and Procurement tasks.   Provide detailed reports after campaigns and events.     Submission guidelines: Applicants are requested to submit the following documents by email to reception@lb.mercycorps.org. In case applicant cannot provide this document, and is selected for this consultancy, Mercy Corps will deduct the 7.5% services tax imposed by the Ministry from submitted invoices   Payment: In bank checks or wire transfer, after the successful delivery of the service based on monthly invoices and timesheets submitted (to include work days and hours. 8 hours = full day and 4 hours = half a day), with an approved consultant deliverable report.   Incidentals, including transportation, per diems and communications costs, will not be covered separately by Mercy Corps, as they should be included in the consultant’s daily rate.
